NAPOLCOM promotes two valiant cops
November 17, 2017
The National Police Commission (NAPOLCOM) approved the special promotion of PO3 Cyril B. Gobis of the Sta. Cruz Municipal Police Station, Laguna Police Provincial Office, and PO2 Joselito A. Lantano of the Police Security and Protection Group, PNP National Headquarters, through Resolution Nos. 2017-538 and 539 dated October 26, 2017, respectively.
NAPOLCOM Vice-Chairman and Executive Officer Atty. Rogelio T. Casurao announced the promotion of PO3 Gobis to the next higher rank of Senior Police Officer I (SPO1) and PO2 Lantano to the next higher rank of Police Officer III (PO3) after the Commission en banc recognized their acts of conspicuous courage and gallantry at the risk of their lives above and beyond the call of duty.
PO3 Gobis was promoted for successfully neutralizing the armed bank robbers as they were about to escape on board a tricycle after breaking into the Philippine National Bank (PNB) in Sta. Cruz, Laguna on January 27, 2016. While PO3 Gobis was on his patrol beat, a concerned citizen reported to him about the bank robbery. PO3 Gobis immediately proceeded to the area, flagged down the tricycle and accosted the suspects. However, two of the escaping suspects opened fire at Gobis and this prompted him to retaliate and shoot the robbers. His alertness and courageous action led to the death of two suspects, the arrest of two more suspects and the recovery of three firearms, ammunition and cash money amounting to P54,535.00.
“The Commission earlier recognized such heroic act of PO3 Cyril Gobis through the conferment of the PNP Gallantry Award with P10,000.00 cash reward during the NAPOLCOM Golden Anniversary program last September 8, 2016,” Atty. Casurao said.
The Commission also approved the promotion of PO2 Lantano for foiling a bus robbery. Lantano was on his way home to Bulacan when the bus he was riding in was held up by three men at around 2:15 in the morning of April 4, 2017. The Diamond Star bus was traversing northbound along EDSA when one of the suspects declared a robbery and fired a warning shot. PO2 Lantano immediately stood to introduce himself as a police officer, but the robber fired his gun at him which prompted Lantano to shoot the suspect. PO2 Lantano took control of the situation and upon reaching Quezon Avenue, he spotted a mobile car and alerted his fellow officers of the robbery. PO2 Lantano’s gallant act resulted in the death of a suspect, the apprehension of two others and the recovery of two firearms, live ammunition, a fan fine and other pieces of evidence.
Under Section 38 (b) of RA 6975, as amended by Section 33 (b) of RA 8551, any uniformed member of the PNP who has exhibited acts of conspicuous courage and gallantry at the risk of his/her life above and beyond the call of duty shall be promoted to the next higher rank, provided, that such acts shall be validated by the Commission based on established criteria.
