NAPOLCOM honors PNP awardees, community partners and employees on its 57th Anniversary

On the occasion of its 57th Founding Anniversary on September 8, 2023, the National Police Commission (NAPOLCOM) awarded plaques and certificates to police awardees, community partners, special awardees, loyalty awardees, and model employees.

Atty. Richard P. Palpal-latoc, Chairperson of the Commission on Human Rights (CHR), was the Guest of Honor and Speaker during the hybrid anniversary program with the theme “Exemplifying Accountability and Integrity in the Police Service.”

The anniversary program was highlighted by the virtual presentation of awards in recognition of the service to duty of three (3) uniformed members of the Philippine National Police (PNP). Their contributions in the performance of their duty is a testament of their dedication to the police service that reflect great merit upon themselves and the police organization.

Pat Randy T. Agdeppa of the Nueva Vizcaya Provincial Police Office (PPO), Police Regional Office (PRO) 2, was awarded for rescuing, without hesitation and unmindful of the risk and threat to his own life, a fellow police officer who accidentally got electrocuted by a hanging electrical live wire during the conduct of a search and rescue operation along the river located in Bone South, Aritao, Nueva Vizcaya on October 30, 2022.

Also awarded was PSSG Lloyd C. Elefante of the Pampanga PPO, PRO 3, for rescuing, without hesitation and unmindful of the risk and threat to his own life, a family of six (6) members from drowning during the sudden rise of water in Palakol River, Floridablanca, Pampanga on June 19, 2023.

Another awardee was PCMS Mario F. Bariquit of the Davao del Sur PPO, PRO 11, for exhibiting courage and for his achievement in the neutralization of notorious robbery with rape suspects who caused panic and anxiety to the people in Davao del Sur, as well as in the neutralization of the notorious Cansing Criminal Gang.

The NAPOLCOM also recognized four (4) Community Service Awardees in recognition and sincere appreciation for their invaluable contribution and support to the programs and projects of the Commission.

The United States Embassy, represented by Mr. Luke Bruns, Deputy Director of the International Narcotics and Law Enforcement Affairs, was recognized for contributing in the advancement of NAPOLCOM officials by providing Subject Matter Experts (SMEs) during the Capability Building Training/Seminars for NAPOLCOM Central and Regional Personnel. Through the generous assistance of the Embassy, the NAPOLCOM was empowered with tools and skills necessary to uphold the highest standards of integrity, transparency and accountability in the exercise of its oversight function over the PNP.

Another awardee was the United Nations Office on Drugs and Crime, represented by Atty. Kirby Tibayan, Mr. Olivier George Lermet, and Ms. JoAnn Emilene De Belen, for their steadfast commitment in strengthening the institutional capacity and promoting good governance in the NAPOLCOM and the PNP. Their commitment towards enhancing the capacities of the NAPOLCOM and the PNP through the provision of training, technical support, and resources has bolstered the capabilities of both agencies in combatting crime and maintaining peace and order.  Through their involvement in various community service programs and support in advancing crime prevention, information sharing, and intelligence cooperation, the overall security framework of the Philippines has been strengthened.

Also awarded were Atty. Engelbert C. Caronan, Jr., President of the Development Academy of the Philippines (DAP), and SVP Magdalena L. Mendoza, also from DAP, for assisting the NAPOLCOM in formulating a comprehensive and evidenced-based crime prevention program. Their vision and insights have fortified the partnership between the DAP and the NAPOLCOM in advancing the cause of crime prevention and public safety for a better society.

Two (2) Special Awardees were also recognized in acknowledgement of their gesture of patriotism, goodwill and generosity for assigning, conveying, and transferring their rights and interests in the NAPOLCOM Hymn pursuant to the Deed of Assignment and Transfer of Rights they executed on July 13, 2023 in favor of the NAPOLCOM.

Mr. Ronald Y. Bello, Musical Director of the NAPOLCOM Chorale, was the composer and arranger of the Himno Pambansang Komisyon ng Pulisya or the NAPOLCOM Hymn while Ms. Cristina DL Tan, former President of the NAPOLCOM Chorale, was the lyricist.

Plaques and certificates were also given to the NAPOLCOM Model Supervisors and Associates, Loyalty Awardees, and Retirees in recognition of their commendable performance, loyalty, commitment, and dedication to the Commission that significantly contributed to the accomplishments of NAPOLCOM programs, projects, and activities.

NAPOLCOM leads 2023 NCPW celebration

On September 4, 2023, the National Police Commission (NAPOLCOM) jumpstarted the 2023 National Crime Prevention Week (NCPW) with a kickoff ceremony/crime prevention bootcamp at the PNP Multi-Purpose Center, Camp Crame, Quezon City with the theme “Addressing Crime and Advancing Crime Prevention at the Local, National and Global Levels.”

NAPOLCOM Commissioner Edilberto DC Leonardo delivered the keynote message and the declaration of the 29th NCPW celebration which was followed by the simultaneous blowing of whistles that signaled the start of the weeklong observance, after which participants from partner agencies and stakeholders underwent skills training for protecting the community, like modern Arnis demonstration and Arnis basic skills stances and striking techniques.

As part of the weeklong celebration, the NAPOLCOM will hold different activities, such as “Crime Prevention Seminar and Training on Self-Defense Techniques” for Barangay Tanods/Barangay Peace-keeping Action Teams (BPATs); “Training on Investigation and Prosecution of Illegal Drugs” for Law Enforcers and Prosecutors; and “Webinar on Online Financial Transactions and Avoiding Online Scams” for NAPOLCOM personnel.

Other activities include “Asia Crime Prevention Foundation–Crime Prevention Practitioners Association of the Philippines (ACPF-CPPAP) Webinar on Community Policing in Asia” to highlight the different approaches that fostered the development of community-oriented policing in different countries in Asia; and “Crime Prevention Education” to promote collective citizen’s action and responsibility to fight crime, violence and illicit drug use.

The culmination program will be held at the NAPOLCOM Office in Quezon City on September 7, 2023 with Department of the Interior and Local Government (DILG) Secretary and NAPOLCOM Ex-officio Chairperson Benjamin C. Abalos, Jr. as the Guest of Honor and Speaker. It will be highlighted by the awarding of winners of the “CSOP Best Practices” and “Share your Crime Prevention Story Contest.”
The observance of the NCPW is in accordance with Presidential Proclamation No. 461, dated August 31, 1994, which declared the first week of September of every year as National Crime Prevention Week under the auspices of the NAPOLCOM. It also provides that all departments and agencies of the government are enjoined to participate and support the programs and activities of the NCPW.

38,979 to take NAPOLCOM examinations nationwide

The National Police Commission (NAPOLCOM) is set to conduct the regular paper-and-pencil test for Philippine National Police (PNP) Entrance and Promotional Examinations to a total of 38,979 civilian and police examinees in designated examination venues nationwide.

Twenty-eight thousand six hundred ninety-seven (28,697) examinees will take the PNP Entrance Examination, the qualifying examination for Patrolman/Patrolwoman, on June 17, 2023.

Meanwhile, 10,282 police examinees will take the various promotional examination categories on June 18, 2023, as follows: Police Officer 4th Class Examination (for Police Corporal and Police Staff Sergeant); Police Officer 3rd Class Examination (for Police Master Sergeant, Police Senior Master Sergeant, Police Chief Master Sergeant and Police Executive Master Sergeant); Police Officer 2nd Class Examination (for Police Lieutenant and Police Captain); and Police Officer 1st Class Examination (for Police Major and Police Lieutenant Colonel).

Examination venues are in Makati City (NCR); Baguio City and Apayao (CAR); San Fernando City, La Union and Bantay, Ilocos Sur (Region 1); Tuguegarao, Isabela and Batanes (Region 2); City of San Fernando, Pampanga (Region 3); Calamba City, Bacoor, Lipa and Lucena City (Region 4A); Calapan and Sablayan (MIMAROPA); Legazpi and Catanduanes (Region 5); Iloilo City (Region 6); Cebu City (Region 7); Tacloban City (Region 8); Pagadian City and Zamboanga City (Region 9); Cagayan de Oro City (Region 10); Davao City and Mati (Region 11); Koronadal City (Region 12); Butuan City, Tandag City and Surigao (CARAGA); and Cotabato City (BARMM).

Examinees will undergo the three-hour test from 8:00 am to 11:00 am at their designated examination venue. They are reminded to bring their Notice of Admission (NOA); one (1) Government issued ID with signature; pencil no. 2; black or blue ball pen; official receipt of the payment; vaccination card or vaccination certificate (for fully vaccinate individuals) or RT-PCR negative test result or COVID-19 Antigen negative test result issued within 72 hours before the examination day (for non-fully vaccinated and unvaccinated individuals); and any other requirements as may be required by the Local Government Unit where the examination will be administered (if any).

Strict compliance with the prescribed dress code is enjoined. Examinees for the PNP Entrance Examination should wear white shirt, shoes, and black/dark blue pants (maong/slacks) while those who will take the PNP Promotional Examinations are required to wear their PNP GOA Type C. Examinees NOT in the prescribed attire will not be allowed to enter the examination venue.

Bringing in of firearm, explosive or any deadly weapon, two-way radio, cellular phone or any electronic gadget, calculator, and review materials inside the examination venue is strictly prohibited and shall automatically disqualify the examinee from taking the examination and shall result in the nullification of his/her examination.

The NAPOLCOM reiterates that committing any form of cheating will result in the invalidation of the examination result of the examinee and he/she shall be permanently barred from taking the examination as provided for under NAPOLCOM Memorandum Circular No. 2013-007, dated October 30, 2013. If a police examinee commits cheating, he/she shall be charged with dishonesty and, if found culpable, shall be meted the penalty of dismissal from the service.

9,768 aspiring police officers hurdle PNP Entrance test; 4,278 cops pass police promotional exams

A total of 14,046 or 37.96% of the 37,002 examinees hurdled the police examinations conducted by the National Police Commission (NAPOLCOM) last December 3 and 4, 2022 in 25 designated testing centers nationwide.

The announcement came after the NAPOLCOM En Banc issued Resolution No. 2023-0305, dated April 18, 2023, approving and authorizing the release of the results of the PNP Entrance (PNPE) and Promotional Examinations.

The total number of passers is distributed, as follows: 9,768 passers of the PNPE Examination representing 34.60% of the 28,231 PNPE examinees, and the combined 4,278 passers constituting 48.77% of the 8,771 in-service police officers who took the PNP Promotional Examinations.

The 4,278 police officers who successfully passed the promotional examinations per category are broken down, as follows: Police Officer 1st Class Examination for Police Major and Police Lieutenant Colonel (39 passers); Police Officer 2nd Class Examination for Police Lieutenant and Police Captain (287 passers); Police Officer 3rd Class Examination for Police Master Sergeant, Police Senior Master Sergeant, Police Chief Master Sergeant and Police Executive Master Sergeant (1,697 passers); and Police Officer 4th Class Examination for Police Corporal and Police Staff Sergeant (2,255 passers).

The eligibility conferred upon passing the PNPE Examination is one of the requirements for appointment in the PNP as a Patrolman/Patrolwoman, while passing the promotional examination is considered appropriate for promotion to a higher rank.

The NAPOLCOM assures the public of its readiness, through its Police Examination System, to detect and address examination anomalies using answer pattern analysis, and thereby warns examinees to refrain from committing any form of irregularity, such as cheating, impersonation, perjury, or violation of examination rules, otherwise, they shall be sanctioned with perpetual disqualification from taking future NAPOLCOM examinations.

The list of successful examinees will be posted at the NAPOLCOM One-Stop Shop (NOSS), 7th Floor, NAPOLCOM Center Central Office located at DILG-NAPOLCOM Center, NAPOLCOM Building, EDSA corner Quezon Avenue, West Triangle, Quezon City and can be viewed at the NAPOLCOM website at www.napolcom.gov.ph. Individual Certificate of Eligibility or Report of Rating will be sent by mail to all examinees. Certification of successful examinees may be issued upon request both at the NAPOLCOM Central and Regional Offices.

NAPOLCOM okays activation of Maguindanao Norte, Sur Police Offices

The National Police Commission (NAPOLCOM) approves the activation of the Maguindanao del Norte Police Provincial Office (PPO) and Maguindanao del Sur PPO following the deactivation of the existing Maguindanao PPO.

The NAPOLCOM En Banc, headed by Department of the Interior and Local Government (DILG) Secretary and NAPOLCOM Ex-Officio Chairperson Atty. Benjamin C. Abalos, Jr., signed Resolution No. 2023-0213, dated March 1, 2023, which approved the aforementioned activation and deactivation pursuant to the provisions of Republic Act No. 11550, entitled “An Act Dividing the Province of Maguindanao into Two (2) Provinces, namely: Maguindanao del Norte and Maguindanao del Sur.”

The newly established Maguindanao del Norte PPO and Maguindanao del Sur PPO shall be activated as Type “C” PPOs since both provinces have Lone Congressional District and 3rd to 6th Income Classification. Both PPOs shall be headed by a Provincial Director, with the rank of Police Colonel, who shall exercise administrative supervision and operational control over their respective Municipal Police Stations (MPSs) and its subordinates.

The Maguindanao del Norte PPO will be composed of 12 MPSs, namely, Barira MPS, Buldon MPS, Datu Blah Sinsuat MPS, Datu Odin Sinsuat MPS, Kabuntalan MPS, Matanog MPS, Northern Kabuntalan MPS, Parang MPS, North Upi MPS, Sultan Kudarat MPS, Sultan Mastura MPS, and Talitay MPS.

On the other hand, the Maguindanao del Sur PPO will be composed of 24 MPSs, namely, Ampatuan MPS, Buluan MPS, Datu Abdulla Sangki MPS, Datu Anggal Midtimbang MPS, Datu Hoffer Ampatuan MPS, Datu Montawal MPS, Datu Paglas MPS, Datu Piang MPS, Datu Salibo MPS, Datu Saudi Ampatuan MPS, Datu Unsay MPS, Gen. Salipada K. Pendatun MPS, Guindulungan MPS, Mamasapano MPS, Mangudadatu MPS, Pagalungan MPS, Paglat MPS, Pandag MPS, Rajah Buayan MPS, Sharif Aguak MPS, Sharif Saydona Mustafa MPS, Sultan sa Barongis MPS, Talayan MPS, and South Upi MPS.

The NAPOLCOM Resolution also provides that the initial personnel complement for the two (2) newly created PPOs shall be composed of the existing personnel of the to-be-deactivated Maguindanao PPO. The logistics, funds and other resources shall be drawn from the appropriation/allocation and assets of the existing Maguindanao PPO, while the annual fund support for the full operationalization of the said PPOs shall be programmed in the regular appropriation of the PNP Directorate for Comptrollership.

In addition, the Directors of the National Support Units (NSUs) and other PNP Offices authorized by the NAPOLCOM to maintain their presence at the provincial level shall establish their respective Provincial Field Offices/Units or Teams in the PPOs which shall be under the operational control of their respective Provincial Directors. NSU Directors are also authorized to realign the personnel complement of their respective frontline offices/units to effectively carry out their functions within their respective jurisdictions.

Be informed that the 17th Police Executive Service Eligibility (PESE) Conferment Rites will be held on January 20, 2023, 10:00A.M. at the PNP Multi-Purpose Center, National Headquarters, Philippine National Police, Camp BGEN Rafael T. Crame, Quezon City.

All conferees are reminded of the following:

1. wear the PNP Ceremonial Blue Uniform and white face mask;
2. bring their vaccination cards;
3. report at the MPC at 7:00 A.M. for rehearsal in their PNP Ceremonial Blue Uniform, and
4. guests are not allowed in consideration of the limited capacity of the Multi-Purpose Center and the Covid-19 situation in the NCR.
