45,257 to take NAPOLCOM examinations nationwide

On June 30, 2024, the National Police Commission (NAPOLCOM) will conduct the Philippine National Police Entrance (PNPE) and Promotional Examinations (PROMEX) to a total of 45,257 civilian and police examinees in designated examination venues nationwide.

Thirty-three thousand four hundred twenty-nine (33,429) examinees will take the PNP Entrance Examination, the qualifying examination for Patrolman/Patrolwoman.

Meanwhile, 11,828 police examinees will take the various promotional examination categories, as follows: Police Officer 4th Class Examination (for Police Corporal and Police Staff Sergeant); Police Officer 3rd Class Examination (for Police Master Sergeant, Police Senior Master Sergeant, Police Chief Master Sergeant and Police Executive Master Sergeant); Police Officer 2nd Class Examination (for Police Lieutenant and Police Captain); and Police Officer 1st Class Examination (for Police Major and Police Lieutenant Colonel).

Examination venues are in Makati City, Quezon City and Marikina City (NCR); Baguio City and Apayao (CAR); City of San Fernando, La Union and Vigan City (Region 1); Tuguegarao City and Bayombong, Nueva Vizcaya (Region 2); City of San Fernando, Pampanga and Cabanatuan City (Region 3); Calamba City and Lucena City (Region 4A); Calapan City, Sablayan, Occidental Mindoro, Marinduque and Palawan (MIMAROPA); Legazpi City, Naga City and Catanduanes (Region 5); Iloilo City and Bacolod City (Region 6); Cebu City and Tagbilaran City (Region 7); Tacloban City and Calbayog City (Region 8); Pagadian City and Zamboanga City (Region 9); Cagayan de Oro City and Iligan City (Region 10); Davao City and Mati City (Region 11); Koronadal City and General Santos City (Region 12); Butuan City, Bayugan City and Tandag City (CARAGA); and Cotabato City and Tawi-Tawi (BARMM).

Examinees will undergo the three-hour test from 8:00 a.m. to 11:00 a.m. at their designated examination venue. They are reminded to bring their Notice of Admission (NOA) issued by the Regional Office; one (1) valid government-issued ID with applicant’s date of birth (National, Passport, Postal, Driver’s License, PRC, etc.) (for civilian applicants); PNP ID (for PNP members); Pencil No. 2; and, black or blue ball pen. Only examinees with printed NOA shall be authorized to take the examination. Clearances issued by the Court, NBI, PNP, Barangay shall not be accepted as valid government-issued ID.

Strict compliance with the prescribed dress code is enjoined. Examinees for the PNP Entrance Examination should wear white shirt, shoes, and black/dark blue pants (maong/slacks) while those who will take the PNP Promotional Examinations are required to wear their PNP GOA Type C. Examinees not in the prescribed attire will NOT be allowed to enter the examination venue.

Bringing in of firearm, explosive or any deadly weapon, two-way radio, cellular phone or any electronic gadget, calculator, smart watch, review/reading material, bag/knapsack, and envelope/folder inside the examination venue is strictly prohibited and shall automatically disqualify the examinee from taking the examination.  

The NAPOLCOM reiterates that committing any form of cheating will result in the invalidation of the examination result of the examinee and he/she shall be permanently barred from taking the examination as provided for under NAPOLCOM Memorandum Circular No. 2013-007, dated October 30, 2013. If a police examinee commits cheating, he/she shall be charged with dishonesty and, if found culpable, shall be meted the penalty of dismissal from the service.

 WHAT TO WEAR: 

  • PNP Entrance Examinees should wear white shirt, shoes, and black/dark blue pants (maong/slacks). Examinees are advised to observe proper grooming.
  • PNP PROMEX Examinees should wear PNP GOA Type C. 

NOTE: Examinees not in the prescribed attire shall NOT be allowed to enter

the examination venue. The Examination Administrator may authorize the wearing of PNP Patrol Shirt or Field Service Uniform (green and pixelized camouflage) for justifiable/exceptional reason. 

PROHIBITIONS: 

Examinees are prohibited from bringing the following inside the examination center: firearm, explosive or any deadly weapon, two-way radio, cellular phone or any electronic gadget, calculator, smart watch, review/reading material, bag/knapsack, and envelope/folder.

VIOLATIONS AND SANCTIONS: 

The exam results of examinees involved in acts of cheating, such as impersonation, use of codigo or crib sheets, tampering with exam records, collusion of whatever nature between examinees and exam personnel, test booklet switching, such other acts of similar nature that facilitate the passing of the exam, and results declared by NAPOLCOM, through the Examining Division-PAS, as statistically improbable, shall be invalidated.

Police officers who shall be found to have committed such anomalous acts shall not only be permanently barred from taking the NAPOLCOM exam but shall also be charged with dishonesty and, if found culpable, shall be meted the penalty of dismissal from the service. On the other hand, civilian examinees who shall be found to have committed the aforementioned anomalous acts shall be permanently barred from taking the NAPOLCOM exam. 

Individuals who shall be found to have used fake NAPOLCOM eligibility for their entry into the police service shall likewise be permanently barred from taking the NAPOLCOM exam and shall be filed with appropriate charges.

NAPOLCOM to confer PES Eligibility on 191 Police Commissioned Officers   

A total of 191 Police Commissioned Officers (PCOs) from various police offices/units nationwide will be conferred the Police Executive Service Eligibility (PESE) Certificate during the 18th PESE Conferment Rites which will be held on June 11, 2024 at the PNP Multi-Purpose Center, PNP National Headquarters, Camp Crame, Quezon City.

Department of the Interior and Local Government (DILG) Secretary and Ex-officio National Police Commission (NAPOLCOM) Chairperson Benjamin C. Abalos, Jr. will be the Guest of Honor and Speaker. He will be joined by Vice Chairperson and Executive Officer Alberto A. Bernardo, Commissioner Edilberto DC Leonardo, Commissioner Ricardo P. Bernabe, Commissioner Beatrice Aurora A. Vega-Cancio, and PNP Chief and Ex-officio Commissioner PGEN Rommel Francisco D. Marbil in the conferment of certificates to the latest batch of PESE conferees.

On December 9, 2023, the NAPOLCOM conducted the Written Examination (WE), the first phase of the PESE process, in designated testing centers in Luzon, Visayas, and Mindanao, yielding a total of 207 passer

On March 9-10 and 16-17, 2024, the NAPOLCOM conducted the Validation Interview, the second and final phase of the PESE process, to a total of 316 interviewees at the NAPOLCOM Central Office, of whom 207 passed the December 9, 2023 PESE Written Examination while 109 were exam passers in the previous years.

Of the 316 interviewees, 191 or 60.44% successfully passed the Validation Interview, a thorough assessment of the interviewees by panelists composed of a NAPOLCOM official, a PNP senior official, and a representative from either the Civil Society, the Academe or a Criminal Justice/National Government Agency.

The PESE is an eligibility requirement for the third level ranks of Police Colonel, Police Brigadier General, Police Major General, Police Lieutenant General, and Police General pursuant to NAPOLCOM Resolution No. 2006-082. The two-phased PESE process assesses the ability of PCOs in answering analytical questions on police leadership and police values, designed to ensure that the qualification standards for future leaders in the police service are strictly observed

For PESE Written Examination Applicants

The National Police Commission (NAPOLCOM) has started accepting and processing applications for the November 23, 2024 Police Executive Service Eligibility-Written Examination (PESE-WE).  The last day of registration is on October 18, 2024.

The PESE Process has two (2) phases.  Phase I is the Written Examination which will be conducted in Quezon City, Cebu City, and Davao City.  Phase II is the Validation Interview for those who passed the Written Examination as well as the passers of previous Written Examinations, the schedule of which will be announced following the release of the Written Examination results.

Those who passed the PESE Process (Phase I and Phase Il) will be conferred the Police Executive Service Eligibility (PESE) which is the eligibility requirement for promotion to third level ranks of Police Colonel, Police Brigadier General, Police Major General, Police Lieutenant General, and Police General in the Philippine National Police (PNP).

An applicant must submit his/her application with the following required documents personally, or through an authorized representative, at any of the 17 NAPOLCOM Regional Offices, indicating his/her choice of examination center, i.e., Quezon City, Cebu City, or Davao City.

  • Properly accomplished Examination Application form and Index Card (to be provided by the NAPOLCOM Regional Office where the applicant wishes to file);
  • PNP ID;
  • Two (2) latest colored identical I.D. photo, passport size (for Index Card and Application Form), with full name tag that includes the Rank, First Name, Middle Initial and Surname, taken within three (3) months before the date of filing of the application (pictures that are scanned, photocopied or computer enhanced are not accepted); and,
  • Examination fee: Seven Hundred Pesos (Php 700.00).

NOTE: An applicant must file only one (1) application and must be filed on or before the deadline for filing. Application Form and Index Card may be reproduced using the original copy and size of the documents.

D. Receive a Notice indicating the date of processing of his/her application; and,

8,399 aspiring police officers hurdle PNP Entrance test; 5,021 cops pass police promotional exams

A total of 13,420 or 35.37% of the 37,937 examinees hurdled the police examinations conducted by the National Police Commission (NAPOLCOM) on December 10, 2023 in 24 designated testing centers nationwide and on February 11, 2024 in Butuan City examination center.

The total number of passers is distributed, as follows: 8,399 passers of the PNPE Examination representing 28.76% of the 29,205 PNPE examinees, and the combined 5,021 passers constituting 57.50% of the 8,732 in-service police officers who took the PNP Promotional Examinations.

The 5,021 police officers who successfully passed the promotional examinations per category are broken down, as follows: Police Officer 1st Class Examination for Police Major and Police Lieutenant Colonel (39 or 42.39%); Police Officer 2nd Class Examination for Police Lieutenant and Police Captain (234 or 23.47%); Police Officer 3rd Class Examination for Police Master Sergeant, Police Senior Master Sergeant, Police

Chief Master Sergeant and Police Executive Master Sergeant (2,897 or 60.80%); and Police Officer 4th Class Examination for Police Corporal and Police Staff Sergeant (1 ,851 or 64.32%).

The eligibility conferred upon passing the PNPE Examination is one of the requirements for appointment in the PNP as a Patrolman/Patrolwoman, while passing the promotional examination is considered appropriate for promotion to a higher rank.

The list of successful examinees will be posted at the NAPOLCOM One-Stop Shop (NOSS), 7th Floor, NAPOLCOM Central Office located at DILG-NAPOLCOM Center, NAPOLCOM Building, EDSA corner Quezon Avenue, West Triangle, Quezon City and can be viewed at the NAPOLCOM website at www.napolcom.gov.ph. Individual Certificate of Eligibility (for examination passers) and Report of Rating (for unsuccessful examinees) will be sent by mail to all examinees. Certification of successful examinees may be issued upon request both at the NAPOLCOM Central and Regional Offices.

For PESE Interviewees

The Police Executive Service Eligibility (PESE) Validation Interview for Police Commissioned Officers will be held on March 9-10 and 16-17, 2024 (Saturdays and Sundays) at the NAPOLCOM Central Office in Quezon City.

In this regard, the interviewees are reminded of the following:

  1. Report to the NAPOLCOM Central Office at least one (1) hour before the scheduled interview.
  2. Wear the General Office Attire – Type A (GOA A) (for both male and female interviewees).
  3. Bring three (3) copies of the updated PAIS-generated PDS and Service Record enclosed in three (3) individual folders.
  4. Bring one (1) passport size photo in GOA A with name tag indicating the rank before the first, middle and last names (for re-interviewees only).

Due to an earthquake that struck Butuan City, Surigao del Sur, on December 2, 2023, the PNP Entrance (PNPE) and Promotional Examinations (PROMEX) which were scheduled to be held thereat last December 10, 2023 were postponed.

In this regard, the PNPE and PROMEX have been rescheduled to February 11, 2024 from 8:00 a.m. – 11:00 a.m.to be administered at the Caraga State University Ampayon Campos, Butuan City.

207 PNP Officials pass NAPOLCOM PESE Written Exam

A total of 207 senior police officials passed the Police Executive Service Eligibility (PESE) Written Examination conducted by the National Police Commission (NAPOLCOM) on December 9, 2023 in Quezon City, Cebu City and Davao City.

The 207 passers of the PESE Written Examination are qualified to take the second and final phase of the PESE process, which is the validation interview. The PESE Validation Interview is based on the approved procedural guidelines set by the NAPOLCOM. Police interviewees shall undergo a thorough assessment by panelists composed of a NAPOLCOM official, a Philippine National Police (PNP) senior official, and a representative from the Civil Society/Academe/National Government Agency.

The PESE examination has two phases, the Written Examination and the Validation Interview. Both phases contain analytical questions on police leadership and police values in order to test the competence, skills and mettle of the future leaders of the PNP.

As provided under NAPOLCOM Resolution No. 2020-0892, only those who obtain an outstanding rating during the Validation Interview shall be conferred with the PESE Certificate in a formal conferment ceremony.

The PESE is an eligibility requirement for the third level ranks of Police Colonel, Police Brigadier General, Police Major General, Police Lieutenant General, and Police General pursuant to NAPOLCOM Resolution No. 2006-082.

NAPOLCOM sets 30-day timeline for the processing of PNP 3rd Level Officers’ promotion

The National Police Commission (NAPOLCOM) prescribes the timeline of thirty (30) working days upon receipt of complete documentary requirements to evaluate and process Philippine National Police (PNP)Third Level Promotion folders of Police Colonel, Police Brigadier General, Police Major General, and Police Lieutenant General including the issuance of the corresponding Resolution.

The corresponding NAPOLCOM Resolution recommending the promotion to the rank of Third Level Police Officers shall be endorsed to the President for approval, as prescribed under Section 31 (c) and (d) of Republic Act (R.A.) No. 6975 which provides that the ranks of Senior Superintendent to Deputy Director General shall be appointed by the President.

The NAPOLCOM En Banc, headed by Department of the Interior and Local Government (DILG) Secretary and NAPOLCOM Ex-officio Chairperson Benjamin C. Abalos, Jr., approved NAPOLCOM Resolution No. 2023-1704, dated December 13, 2023, to promote efficiency and transparency, and avoid any perception of partiality in the processing of recommendations for promotion to the rank of Third Level Police Officers.

Said Resolution also grants the Office of the Chief, PNP, and/or its designated focal person or office, access to information and status of recommendations for the rank of Third Level Police Officers pending before the Commission, provided that said focal person or office shall utilize such information with utmost confidentiality in accordance with Executive Order No. 2, s. 2016, and R.A. No. 10173 or the “Data Privacy Act of 2012.

The NAPOLCOM is mandated under Section 14 of R.A. No. 6975, as amended by Section 5 of R.A. No. 8551, to exercise administrative control and operational supervision over the PNP which includes, among others, developing policies and promulgating a police manual prescribing rules and regulations for efficient organization, administration, and operation, including criteria for manpower allocation, distribution and deployment, recruitment, selection, promotion, and retirement of personnel, and the conduct of qualifying entrance and promotional examinations for uniformed members.
