Online Registration Procedure
All applicants should register to the NAPOLCOM Online Scheduling System prior to the processing of his/her application by following the procedures below:
A. Go to NAPOLCOM Online Scheduling System link www.napolcom-noss.org;
B. Fill out the required data and review the same;
C. Upload:
1. For Civilian applicant – One (1) valid government-issued I.D. with applicant’s date of birth (National, Passport, Postal, Driver’s License, PRC, etc.).
2. For PNP member – PNP ID
D. Receive a Notice indicating the date of processing of his/her application; and,
E. Take a screenshot of or print out the Notice to be presented during the face-to-face processing at the Regional Offices concerned. see more…

8,399 aspiring police officers hurdle PNP Entrance test; 5,021 cops pass police promotional exams
A total of 13,420 or 35.37% of the 37,937 examinees hurdled the police examinations conducted by the National Police Commission (NAPOLCOM) on December 10, 2023 in 24 designated testing centers nationwide and on February 11, 2024 in Butuan City examination center.
The total number of passers is distributed, as follows: 8,399 passers of the PNPE Examination representing 28.76% of the 29,205 PNPE examinees, and the combined 5,021 passers constituting 57.50% of the 8,732 in-service police officers who took the PNP Promotional Examinations.
The 5,021 police officers who successfully passed the promotional examinations per category are broken down, as follows: Police Officer 1st Class Examination for Police Major and Police Lieutenant Colonel (39 or 42.39%); Police Officer 2nd Class Examination for Police Lieutenant and Police Captain (234 or 23.47%); Police Officer 3rd Class Examination for Police Master Sergeant, Police Senior Master Sergeant, Police
Chief Master Sergeant and Police Executive Master Sergeant (2,897 or 60.80%); and Police Officer 4th Class Examination for Police Corporal and Police Staff Sergeant (1 ,851 or 64.32%).
The eligibility conferred upon passing the PNPE Examination is one of the requirements for appointment in the PNP as a Patrolman/Patrolwoman, while passing the promotional examination is considered appropriate for promotion to a higher rank.
The list of successful examinees will be posted at the NAPOLCOM One-Stop Shop (NOSS), 7th Floor, NAPOLCOM Central Office located at DILG-NAPOLCOM Center, NAPOLCOM Building, EDSA corner Quezon Avenue, West Triangle, Quezon City and can be viewed at the NAPOLCOM website at www.napolcom.gov.ph. Individual Certificate of Eligibility (for examination passers) and Report of Rating (for unsuccessful examinees) will be sent by mail to all examinees. Certification of successful examinees may be issued upon request both at the NAPOLCOM Central and Regional Offices.

For PESE Interviewees
The Police Executive Service Eligibility (PESE) Validation Interview for Police Commissioned Officers will be held on March 9-10 and 16-17, 2024 (Saturdays and Sundays) at the NAPOLCOM Central Office in Quezon City.
In this regard, the interviewees are reminded of the following:
- Report to the NAPOLCOM Central Office at least one (1) hour before the scheduled interview.
- Wear the General Office Attire – Type A (GOA A) (for both male and female interviewees).
- Bring three (3) copies of the updated PAIS-generated PDS and Service Record enclosed in three (3) individual folders.
- Bring one (1) passport size photo in GOA A with name tag indicating the rank before the first, middle and last names (for re-interviewees only).

For Butuan City Examinees
Due to an earthquake that struck Butuan City, Surigao del Sur, on December 2, 2023, the PNP Entrance (PNPE) and Promotional Examinations (PROMEX) which were scheduled to be held thereat last December 10, 2023 were postponed.
In this regard, the PNPE and PROMEX have been rescheduled to February 11, 2024 from 8:00 a.m. – 11:00 a.m.to be administered at the Caraga State University Ampayon Campos, Butuan City.

207 PNP Officials pass NAPOLCOM PESE Written Exam
A total of 207 senior police officials passed the Police Executive Service Eligibility (PESE) Written Examination conducted by the National Police Commission (NAPOLCOM) on December 9, 2023 in Quezon City, Cebu City and Davao City.
The 207 passers of the PESE Written Examination are qualified to take the second and final phase of the PESE process, which is the validation interview. The PESE Validation Interview is based on the approved procedural guidelines set by the NAPOLCOM. Police interviewees shall undergo a thorough assessment by panelists composed of a NAPOLCOM official, a Philippine National Police (PNP) senior official, and a representative from the Civil Society/Academe/National Government Agency.
The PESE examination has two phases, the Written Examination and the Validation Interview. Both phases contain analytical questions on police leadership and police values in order to test the competence, skills and mettle of the future leaders of the PNP.
As provided under NAPOLCOM Resolution No. 2020-0892, only those who obtain an outstanding rating during the Validation Interview shall be conferred with the PESE Certificate in a formal conferment ceremony.
The PESE is an eligibility requirement for the third level ranks of Police Colonel, Police Brigadier General, Police Major General, Police Lieutenant General, and Police General pursuant to NAPOLCOM Resolution No. 2006-082.

NAPOLCOM sets 30-day timeline for the processing of PNP 3rd Level Officers’ promotion
The National Police Commission (NAPOLCOM) prescribes the timeline of thirty (30) working days upon receipt of complete documentary requirements to evaluate and process Philippine National Police (PNP)Third Level Promotion folders of Police Colonel, Police Brigadier General, Police Major General, and Police Lieutenant General including the issuance of the corresponding Resolution.
The corresponding NAPOLCOM Resolution recommending the promotion to the rank of Third Level Police Officers shall be endorsed to the President for approval, as prescribed under Section 31 (c) and (d) of Republic Act (R.A.) No. 6975 which provides that the ranks of Senior Superintendent to Deputy Director General shall be appointed by the President.
The NAPOLCOM En Banc, headed by Department of the Interior and Local Government (DILG) Secretary and NAPOLCOM Ex-officio Chairperson Benjamin C. Abalos, Jr., approved NAPOLCOM Resolution No. 2023-1704, dated December 13, 2023, to promote efficiency and transparency, and avoid any perception of partiality in the processing of recommendations for promotion to the rank of Third Level Police Officers.
Said Resolution also grants the Office of the Chief, PNP, and/or its designated focal person or office, access to information and status of recommendations for the rank of Third Level Police Officers pending before the Commission, provided that said focal person or office shall utilize such information with utmost confidentiality in accordance with Executive Order No. 2, s. 2016, and R.A. No. 10173 or the “Data Privacy Act of 2012.
The NAPOLCOM is mandated under Section 14 of R.A. No. 6975, as amended by Section 5 of R.A. No. 8551, to exercise administrative control and operational supervision over the PNP which includes, among others, developing policies and promulgating a police manual prescribing rules and regulations for efficient organization, administration, and operation, including criteria for manpower allocation, distribution and deployment, recruitment, selection, promotion, and retirement of personnel, and the conduct of qualifying entrance and promotional examinations for uniformed members.
