| 1 | What is the status of the 2020 and 2021 pensions from NAPOLCOM? | The monthly pension for January and February 2020 were already paid/ deposited thru the individual ATM account of pensioners on December 11 and 18, 2020. The March 2020 pension was paid/deposited on July 14, 2021.
For the April 2020 to June 2021 monthly pensions from NAPOLCOM, no payment shall be made by NAPOLCOM considering that the DBM did not release funds in view of the payment made by the PNP to the pensioners for the same period. |
| Ano ang estado ng 2020 at 2021 pension mula sa NAPOLCOM? | Ang pension para sa mga buwan ng Enero at Pebrero 2020 ay nai-deposit na sa mga ATM account ng mga pensioners noong Disyembre 11 at 18, 2020. Ang pension para sa buwan ng Marso 2020 ay nai-deposit naman noong Hulyo 14, 2021.

| 2 | What will happen to the pension of those NAPOLCOM pensioners who are not receiving pension from the PNP? | Payment of pension of NAPOLCOM pensioners for the months of April to December 2020 and January to June 2021 will continuously be paid by the NAPOLCOM once the DBM releases the corresponding funds. |

| 3 | What is the reason/s why some NAPOLCOM pensioners did not receive their pension for the months of January to March 2020? | Some pensioners did not receive their pension due to the possible closure of their ATM accounts. Pensioners will have to report to their Landbank Servicing Branch or any Landbank branch near them for the pension to be deposited to their accounts.
In case, their ATM account had been closed, pensioners need to secure a Letter of Introduction (LOI) from the nearest NAPOLCOM Regional Office for the opening of a new ATM account. For NAPOLCOM pensioners whose ATM account was closed but also have an existing PNP pension account, their pension shall be deposited to the existing PNP pension account. |

Applicants from other regions may submit their application folders to the NAPOLCOM Regional Office having jurisdiction over the place of assignment the claimant. They may opt to file with Regional Office having jurisdiction over the place of incident where the disability or death occurred or present residence of the claimant. The RD of the Regional Office where the claimant filed the application for claim shall coordinate with the RD of the Regional Office having jurisdiction over the place of assignment of the claimant. |

| 9 | Why is the DOJ legal opinion being complied with vis-a-vis the existing laws that pertain to pension benefits? | According to the Supreme Court, opinions of the Secretary and Undersecretary of Justice are material in the construction of statutes in pari materia. (Philippine Global Communication, Inc vs. Relova, 145 SCRA 385).
This DOJ opinion is treated by the COA as a directive and warned that any double compensation will be disallowed in audit. The DBM also considers the DOJ opinion in the release of funds. Thus, even if the PNP and NAPOLCOM insist on paying two separate pensions, the DBM will not release funds for both pensions. And any payment contrary to the legal opinion will be disallowed in audit by the COA, thereby imposing liability to pensioners to return the payments made. |
