President Duterte appoints 12 NAPOLCOM Directors
President Rodrigo Roa Duterte signed on October 19, 2021 the appointment papers of 12 newly promoted Directors from the Central and Regional Offices of the National Police Commission (NAPOLCOM).
In a virtual oath taking ceremony held on October 28, 2021, NAPOLCOM Vice Chairman and Executive Officer Vitaliano N. Aguirre II administered the oath of office of the three (3) newly promoted Directors III and nine (9) Directors II.
Promoted to Director III are Dir. Editha S. Puddoc, Staff Service Chief of the Crime Prevention and Coordination Service (CPCS), Central Office; Dir. Angelito R. Ravanera, Regional Director of NAPOLCOM Region 4A-CALABARZON; and Dir. Aileen T. Arcin, Regional Director of NAPOLCOM Region 4B-MIMAROPA.
For Director II, the Directors promoted are: Dir. Renato S. Santos, Assistant Staff Service Chief of the Installations and Logistics Service (ILS), Central Office; Dir. Edilberto P. 919 aspiring police officers hurdle PNP Entrance test; 825 pass police promotional exams
A total of 1,744 or 16.69% out of 10,447 examinees hurdled the police examinations conducted by the National Police Commission (NAPOLCOM) last July 31, August 1, September 18 and 19, 2021 at designated testing centers nationwide.
This was announced by NAPOLCOM Vice Chairman and Executive Officer (VCEO) Vitaliano N. Aguirre II as the Commission released the list of successful examinees for both the PNP Entrance (PNPE) Examination and the Promotional Examinations.
The total number of passers is distributed, as follows: 919 passers of the PNPE Examination representing 12.55% of the 7,325 PNPE examinees, and the combined 825 passers constituting 26.42% of the 3,122 in-service police officers who took the PNP promotional examinations. The 825 police officers who successfully passed the promotional examination per category are broken down, as follows: Police Officer 1st Class Examination for Police Major and Police Lieutenant Colonel (17 passers); Police Officer 2nd Class Examination for Police Lieutenant and Police Captain (49 passers); Police Officer 3rd Class Examination for Police Master Sergeant, Police Senior Master Sergeant, Police Chief Master Sergeant and Police Executive Master Sergeant (173 passers); and Police Officer 4th Class Examination for Police Corporal and Police Staff Sergeant (586 passers).
The eligibility conferred upon passing the PNPE Examination is one of the requirements for appointment in the PNP as a Patrolman/Patrolwoman, while passing the promotional examination is considered appropriate for promotion to a higher rank.
“The release of the results of police examinations is in consonance with the Commission’s commitment to the Department of Budget and Management (DBM) to make available the examination results within forty-five (45) working days from the date of the examinations,” Vice Chairman Aguirre II said.
Vice Chairman Aguirre II gave assurance of the Commission’s readiness thru its Police Examination System to detect and address examination anomalies using answer pattern analysis. He likewise reiterated the Commission’s earlier warning to all examinees to refrain from committing any form of irregularity, such as cheating, impersonation, perjury, or violation of examination rules, etc. Otherwise, they shall be sanctioned with perpetual disqualification from taking future NAPOLCOM examinations.
The list of successful examinees will be posted at the NAPOLCOM Central Office located at DILG-NAPOLCOM Center, NAPOLCOM Building, EDSA corner Quezon Avenue, West Triangle, Quezon City and can be viewed at the NAPOLCOM website at www.napolcom.gov.ph. Individual Certificate of Eligibility or Report of Rating will be sent by mail to all examinees. Certification of successful examinees may be issued upon request both at the NAPOLCOM Central and Regional Offices.

NAPOLCOM sets Guidelines on the Investigation, Adjudication and Payment of Police Benefits
In response to the present needs of police beneficiaries and new laws and policies governing the administration of police benefits, the National Police Commission (NAPOLCOM) issues updated rules and regulations governing the investigation, adjudication, and payment of Total Permanent Physical Disability (TPPD) and Death Benefits of uniformed members of the Philippine National Police (PNP).
This was announced by NAPOLCOM Vice Chairman and Executive Officer (VCEO) Vitaliano N. Aguirre II after the Commission En Banc, chaired by DILG Secretary and NAPOLCOM Chairman Eduardo M. Año, approved NAPOLCOM Memorandum Circular (MC) No. 2021-004, dated October 19, 2021, prescribing updated guidelines on the grant of the aforesaid police benefits.
“The NAPOLCOM deemed it necessary to promulgate a revised and comprehensive issuance concerning police welfare benefits in order to address the present needs of our pensioners in accordance with recent issuances, prescribed policies, guidelines and procedures of R.A. 6975 and R.A. 8551, and other related laws,” Vice Chairman Aguirre II said.
The salient provisions of the new MC focus on the streamlining of procedures from the filing of claims to the payment of benefits to uniformed PNP members who risked their lives while performing their duty to serve and protect the people, as well as to their surviving legal beneficiaries.
Under the new Memorandum Circular, applicants for Total Permanent Physical Disability (TPPD) and Death Benefits may now file their claims through electronic filing at the NAPOLCOM Regional Office having jurisdiction over the assignment of the uniformed PNP personnel while those assigned at the PNP National Headquarters, including the National Support Units (NSUs) and Special Support Units (SSUs), shall file their application at the NAPOLCOM NCR office; and those assigned at the Police Regional Offices (PROs), including all regional offices of the NSUs, shall file their application at the NAPOLCOM Regional Office having administrative jurisdiction over their unit assignment. The MC also provides that in case of impracticability or difficulty with the aforementioned rule, the PNP personnel, or his/her representative, may file the application at the NAPOLCOM Regional Office having jurisdiction over their place of residence, or their location, whichever is more convenient and practical.
The new MC also provides for the admissibility of duplicate documents to the same extent as the original in line with Rule 130 of A.M. No. 19-08-15-SC, entitled “2019 Amendments to the 1989 Revised Rules on Evidence”. Said MC further prescribes the conduct of hearing of the claim through physical or virtual platforms.
The following TPPD Benefits shall be awarded to uniformed PNP members who incurred disability in line of duty or service-connected sickness or injury:
-
- Gratuity equivalent to the claimant’s one (1) year salary;
- Lifetime monthly pension equivalent to eighty percent (80%) of the claimant’s salary; and
- Reimbursement of reasonable expenses for medicines, medical attendance, hospital fees, necessary transportation and subsistence.
For the grant of Death Benefits, the surviving spouse, or if there be none, the surviving dependent legitimate children, as beneficiaries of deceased PNP members, shall receive the following:

- Gratuity equivalent to one (1) year salary of the deceased PNP member;
- Burial expenses equivalent to three (3) months’ salary of the deceased;
- Reimbursement of reasonable expenses for medicines, medical attendance, hospital fees, necessary transportation, and subsistence.
In the absence of the surviving spouse and dependent legitimate children, Death Benefits shall be awarded to the following, in this particular order:

- Non-dependent legitimate children and illegitimate children;
- Surviving parents; and
- Surviving siblings of the deceased.
Said policy provides that surviving spouse and surviving legitimate, legitimated, and legally adopted children shall be entitled to a monthly pension equivalent to fifty percent (50%) of the deceased’s salary to be divided among themselves in equal shares and with the right of accretion. The illegitimate children of the deceased shall be entitled to one-half (½) of the share of the legitimate child.
If the deceased PNP member is a Muslim, the award of benefits to the beneficiaries shall be in accordance with the provisions of P.D. 1083, otherwise known as the “Code of Muslim Personal Law of the Philippines.”
Vice Chairman Aguirre II explained that the application, processing, evaluation, and approval of TPPD and Death Benefits are decentralized to the Regional Offices, while the payment of monthly pension is undertaken by the Central Office.
“We assure our clients that the Commission adheres to the prescribed processing time/s specified in the NAPOLCOM Citizen’s Charter to ensure the expeditious approval of claims and the prompt release of benefits to PNP members and their beneficiaries,” Vice Chairman Aguirre II said.
He also stressed that the issuance of the new MC is in further compliance with R.A. 10154, otherwise known as “An Act Requiring All Concerned Government Agencies to Ensure the Early Release of the Retirement Pay, Pensions, Gratuities, and other Benefits of Retiring Government Employees” which mandates that the highest priority is given to the payment and/or settlement of the pensions, gratuities, and/or other retirement benefits of retiring government employees.
This MC is also a response to the issuance of Department of Justice (DOJ) Opinion No. 11, s. 2021, which recognizes and reaffirms the authority of the NAPOLCOM to investigate, adjudicate, and pay police benefits.
“We trust that the new guidelines will redound to a more improved and efficient administration of the police welfare benefits,” Vice Chairman Aguirre said, adding that, “The Commission assures the public of its continuous and prompt delivery of our frontline services despite the inconveniences brought about by the pandemic.”

NAPOLCOM authorizes PNP Chief to promote 27,460 police officers
The National Police Commission (NAPOLCOM) recently approved the filling up of 27,460 promotional vacancies for the ranks of Police Corporal (PCpl) to Police Lieutenant Colonel (PLTCOL) under the PNP CY 2021 2nd Level Uniformed Personnel Regular Promotion Program and Police Lieutenant Colonel Continuous Promotion Program.
NAPOLCOM Vice Chairman and Executive Officer (VCEO) Vitaliano N. Aguirre II said that the NAPOLCOM En Banc approved Resolution No. 2021-1218, dated September 24, 2021, granting the Chief of the Philippine National Police (PNP), Police General Guillermo Lorenzo T. Eleazar, the authority to fill up promotional vacancies in the second level ranks to facilitate the ascending career movement of personnel and prevent further congestion in the Patrolman and Patrolwoman ranks.
“The PNP promotion program is intended to influence personnel growth and motivation, improve job satisfaction and performance, and enhance the efficiency and effectiveness of the police organization by promoting the most qualified police officers to the next higher rank through merit and fitness,” Vice Chairman Aguirre II said.
For this year’s regular promotional quota, the PNP has been authorized to fill 1,000 promotional slots for Police Lieutenant Colonel (PLTCOL); 720 for Police Major (PMAJ); 980 for Police Captain (PCPT); 320 for Police Lieutenant (PLT); 2,780 for Police Executive Master Sergeant (PEMS); 4,140 for Police Chief Master Sergeant (PCMS); 5,980 for Police Senior Master Sergeant (PSMS); 5,570 for Police Master Sergeant (PMSg); 2,640 for Police Staff Sergeant (PSSg); and 3,330 for Police Corporal (PCpl).
In addition to the PNP promotion process, Vice Chairman Aguirre II imposed that the following additional guidelines should be strictly observed by the members of the PNP Promotion Boards: (a) The processing of applicants for the Police Lieutenant Colonel promotion program should be continuous and candidates must satisfy all the qualification standards prior to their promotion. In addition, only Police Major candidates who are occupying Police Lieutenant Colonel position will be qualified for promotion in order to ensure the proportional distribution of the said rank; (b) The minimum qualification standards to be used in the assessment and evaluation must be based on the issuances approved by the NAPOLCOM and confirmed by the Civil Service Commission; (c) All promotional appointments should be permanent in nature and there would be no temporary status; (d) In case of a tie in the ranking of applicants, the Seniority Lineal List (SLL) must be used as a governing factor; and (e) The PNP must submit to the Commission an after-activity report on the number of promotional applicants processed per rank, the number of promotees per rank, and the ratio per rank.
Lastly, Vice Chairman Aguirre II ordered the PNP Promotion Boards to ensure transparency in the implementation of guidelines and procedures on PNP promotion. He warned that they shall be held liable with administrative sanctions should there be findings contrary to the guidelines.

To observe minimum health standards, examinees must present any of the following:
- Medical Certificate issued by a Licensed Private Physician or Government Physician from the Barangay/Municipal/City/Provincial Health Office, or any other government health monitoring center/office, clearly stating that examinee did not exhibit any signs or symptoms related to COVID-19 infection, such as fever, cough, colds, shortness of breath or difficulty of breathing, chills, body aches, sore throat, headache, diarrhea, rashes, or loss of sense of taste or smell, at the time of the examination. It must also be stated in the Medical Certificate that examinee is asymptomatic for the past fourteen (14) days and not included in the list of SUSPECT (PUI), PROBABLE (PUM) or CONFIRMED (COVID-19) patients. Said Medical Certificate must be issued within 72 hours before the examination day. In the event that an examinee acquired COVID-19 in the past, he/she must present addititonal Medical Certificate stating that he/she has already recovered from the disease, together with a Community Quarantine Certificate indicating that he/she has completed the fourteen (14) days quarantine.
- Reverse Transcription Polymerase Chain Reaction (RT-PCR) with negative result, issued by any government or government-accredited testing center, within 72 hours before the examination day.
Additionally, examinees are reminded to present the following documents to the Examination Application Processor from 8:00 to 8:30 a.m (processing time) at the Examining Division One-Stop Shop, Ground Floor, DILG-NAPOLCOM Center, EDSA corner Quezon Avenue, Quezon City during their scheduled appointment/examination date:
- The emailed confirmation slip together with the filled-out application form and index card;
- Two (2) recent, identical and color 1”x1” ID pictures with white background and complete name tag;
- One (1) legal size window envelope;
- Authenticated Transcript of Scholastic Record with Special Order issued by CHED;
- College/University Diploma;
- Birth Certificate in security paper issued by the PSA;

NAPOLCOM Joins Ceremonial Launching and Signing of IATF Guidelines on the Processing of Retirement Benefits of Cops and Soldiers
On September 30, 2021, National Police Commission (NAPOLCOM) Vice Chairman and Executive Officer (VCEO) Vitaliano N. Aguirre II participated in the virtual ceremonial signing of Inter-Agency Task Force (IATF) Joint Memorandum Circular (JMC) No. 2, Series of 2021, otherwise known as the “Guidelines on the Processing of Retirement Benefits, Gratuities Claims, and Other Entitlements of Uniformed Personnel and their Beneficiaries” at 10:00 AM – 12:00 PM via Zoom.
The IATF on Streamlining the Processing of Uniformed Services Benefit Claims is composed of the following: (1) Anti-Red Tape Authority (ARTA); (2) Department of the Interior and Local Government (DILG); (3) Philippine Statistics Authority (PSA); (4) National Police Commission (NAPOLCOM); (5) Armed Forces of the Philippines (AFP); (6) Philippine National Police (PNP); (7) Philippine Coast Guard (PCG); (8) Bureau of Fire Protection (BFP); and (9) Bureau of Jail Management and Penology (BJMP).
The aforesaid JMC was concluded by virtue of President Rodrigo Roa Duterte’s directive to expedite the process and subsequent release of death benefit claims filed by beneficiaries/survivors of deceased uniformed personnel. The salient provision of the JMC is focused on the following: (1) regionalization and localization of claims; (2) streamlining and automating the processing of death benefit claims and other entitlements of uniformed personnel and their beneficiaries; and (3) the establishment of a one-stop-shop by the concerned agencies and bureaus.
In compliance with Rule III, Section 3 of the Implementing Rules and Regulations (IRR) of R.A. 11032 or the “Ease of Doing Business and Efficient Government Service Delivery Act of 2018”, amending R.A. 9485 or the “Anti-Red Tape Act of 2007”, JMC No. 2 is intended to expedite, reduce, and simplify the process of filing benefit claims by the survivors of deceased uniformed personnel.

NAPOLCOM to conduct parallel probe on Cadet Magsayo’s death
The National Police Commission (NAPOLCOM) is set to conduct a parallel investigation on the death of Cadet 3rd Class George Karl Magsayo, who reportedly died yesterday, September 24, 2021, while undergoing training at the Philippine National Police Academy (PNPA).
Vice-Chairman and Executive Officer Vitaliano N. Aguirre II has already directed the NAPOLCOM Inspection, Monitoring and Investigation Service (IMIS) to look into the incident and gather evidence that would lead to the serving of justice to the family of Cadet Magsayo and give due punishment to the person responsible for Magsayo’s death.
Consistent with its Constitutional mandate to supervise and oversee the PNP, the NAPOLCOM will see to it that it will dig deeper into the case and ensure that the suspect, Cadet 2nd Class Caesar Steve Maingat, will be held liable for the crime he has committed, both criminally and administratively.
“We assure the public that the NAPOLCOM will get to the bottom of the case and will work hand-in-hand with the PNP and the PNPA to ensure that incidents of this nature will not be repeated,” Vice Chairman Aguirre said.
He added that the NAPOLCOM is at the forefront of its campaign to continuously improve police discipline. The Commission will not tolerate would-be police officers to taint the image of the PNP by committing nefarious acts while they are under training.

On the occasion of its 55th Founding Anniversary, the National Police Commission (NAPOLCOM) conferred awards and recognitions to its community partners, test consultants, as well as high performing supervisors and associates on September 10, 2021.
Senator Christopher Lawrence “Bong” T. Go was the Guest of Honor and Speaker of the virtual anniversary program with the theme “NAPOLCOM@55: Meeting the Challenges of the Better Normal” which started with the celebration of the Holy Mass at 9:00 a.m. and followed by the virtual awarding ceremonies at 10:00 in the morning.
Joining Senator Go in greeting the Commission officials and employees through a pre-recorded message were Senator Ronald “Bato” M. Dela Rosa, DILG Secretary and NAPOLCOM Chairman Eduardo M. Año, PNP Chief PGEN Guillermo Lorenzo T. Eleazar, and PNPA Director PMGEN Rhoderick C. Armamento.
Community Service Award was given to Dr. Manuel G. Co in grateful acknowledgment of his untiring dedication and selfless contribution of time, knowledge, and wisdom during his stint as Chairman of the Corrections Pillar of the NAPOLCOM Technical Committee on Crime Prevention and Criminal Justice (TCCPCJ) in a span of more than two (2) decades. His untiring commitment and demonstration of close cooperation and support as former Chairman of the TCCPCJ Corrections Pillar has led to the successful implementation of the government’s crime prevention policies and criminal justice programs, particularly the Unified After-Care Referral/Monitoring System and Program for former Persons Deprived of Liberty.
A plaque of recognition was also presented to Ms. Joselen B. Pabillo for her unwavering commitment and wholehearted support to the National Crime Prevention Week-Technical Working Committee (NCPW-TWC), and in grateful acknowledgment of her invaluable contribution and active involvement in the conduct of Crime Prevention Seminar and Awareness Drive in schools.
Also awarded were the National Telecommunications Commission, Globe Telecom, and Smart Communications for their invaluable support extended to the NAPOLCOM during the conduct of its online surveys on “Public Perception of Police Checkpoints During the Community Quarantine Period” and the “2021 Public Perception of Community Safety”. Their assistance in disseminating the surveys through broadcast messaging services contributed immensely in obtaining valuable information from the public on how to improve police services and strengthen public trust in developing community-police partnerships, especially during the pandemic.
The Commission also gave plaques of recognition to PCOL Allan C. Nobleza, Acting Deputy Regional Director for Administration, PRO 6, and PCOL Emma M. Libunao, Assistant Chief, PIO, Office of the Chief, PNP, for their unselfish dedication and unwavering commitment in discharging their duties and responsibilities as members of the NAPOLCOM Test Development Committee and Police Executive Service Eligibility (PESE) Test Development Committee, by sharing their expertise in formulating, developing and constructing test items for the PNP Promotional Examinations and the PESE Examination, which immensely contributed to the mission of NAPOLCOM in upgrading, professionalizing and promoting career development in the Philippine National Police.

NAPOLCOM honors 3 PNP Gallantry Awardees on its 55th Founding Anniversary
The National Police Commission (NAPOLCOM) conferred plaques of recognition to three (3) PNP Gallantry Awardees through virtual rites on September 10, 2021 on the occasion of the Commission’s 55th Anniversary Program, with Senator Christopher Lawrence “Bong” T. Go as the Guest of Honor and Speaker.
NAPOLCOM Vice Chairman and Executive Officer Vitaliano N. Aguirre II led the virtual presentation of awards to the three (3) deserving PNP personnel who displayed extraordinary courage and gallantry in the performance of their duty.
PLTCOL William Q. Santos was awarded for his conspicuous bravery in launching a no let-up campaign against Communist Terrorist Groups (CTG) and for his notable accomplishments as the Acting Chief, Provincial Investigation Unit, Rizal Provincial Police Office (RPPO). The RPPO served a warrant of arrest against six (6) CTG members in Baras, Rizal resulting in an armed confrontation and eventual neutralization of the CTG members. His visionary leadership contributed immensely to the success of the National Task Force to End Local Communist Armed Conflict (NTF ELCAC).
Another award was given to PLTCOL Hoover T. Antonio, Force Commander of 1st Sultan Kudarat Provincial Mobile Force Company, for his extraordinary gallantry in the conduct of law enforcement operation on November 4, 2020 against the group of Jazzer Nilong, who was an identified bomber and trainer in the areas of Tacurong, Isulan, Sultan Kudarat and General Santos City. Said operation successfully prevented the conduct of bombing operations targeting the City Mall and Public Market of Isulan, Sultan Kudarat. PLTCOL Antonio’s contributions in the performance of his duty is a testament of his bravery that reflects great merit upon himself and the police organization.
Also awarded was PLT Carlo P. Magno, member of the Revitalized Pulis sa Barangay deployed in Marilog District, Davao City, for his exceptional courage when he facilitated the successful and peaceful surrender of 38 members of CTG under the Pulang Bagani Command (PBC), Southern Mindanao Regional Command (SMRC) on January 17 and 18, 2021. PLT Magno’s dedication to public service contributed immensely to the success of NTF ELCAC.
“The extraordinary courage and bravery displayed by these police officers in a circumstance of peril is worthy of inspiration and emulation among their fellow officers and this clearly manifests their commitment to serve and protect the people,” Vice Chairman Aguirre said.

It has come to our attention that some officials and employees of the Commission received an email from [email protected] submitting a “Price Quotation” and asking for personal information to the addressee.
Please be informed that the Planning Division of the Planning and Research Service (PD-PRS) never emailed such “Price Quotation”. In this regard, you are advised NOT TO OPEN said email as such is a form of “PHISHING” – a type of social engineering attack often used to steal user data, including login credentials and credit card numbers.
To avoid the risk of PHISHING, you are advised to follow the hereunder tips:
- Change your password. If you provided your password or any sort of personal information, change your passwords right away. Even if the scammers did not take your password, they might have the ability to access your accounts with whatever information they did take. To be safe, create new passwords for all of you accounts — and make sure to keep it strong.
- Contact credit companies and agencies. If you’ve given away any personal information, you can either monitor your credit on your own – or better yet – contact one of the major bureaus to place a fraud alert on your account. Likewise, reach out to your credit card companies to bring them up to speed on the situation.
- Update your software. For security reasons, you should always keep your software up to date. It should have the latest patches for viruses and other malware.

NAPOLCOM promotes six cops who seized 5.6 billion worth of shabu in Bulacan
For acts of conspicuous courage and gallantry at the risk of their lives above and beyond the call of duty, the National Police Commission (NAPOLCOM) approved the special promotion of six (6) members of the PNP-Drug Enforcement Group for neutralizing an extensive and large-scale drug cartel and confiscating 5.6B worth of shabu in Marilao, Bulacan on June 2, 2020.
NAPOLCOM Vice Chairman and Executive Officer (VCEO) Vitaliano N. Aguirre II said that the Commission promoted to the next higher rank PLT Hazel S. Mabilin, PSMS Christopher B. Buenafe, PSSG Eduardo N. Dolleton, PSSG Lorenzo S. Catarata, PSSG Elfvin Z. Siriban and PCPL Paulo Levin A. Nerviza through Resolution No. 2021-0788, dated July 23, 2021.
The aforementioned police officers were promoted for exhibiting acts of heroism so distinguishable from ordinary hazardous police operations during a series of casing, surveillance operations, and eventual buy-bust operation that they were able to discover and neutralize the drug syndicate of Yuwen Cai alias “Tatang” who is a Chinese National. Through efficient planning and precise execution, the team of PLT Mabilin infiltrated and discovered the safe houses/hideouts of the said drug syndicate and seized 827 kilograms of methamphetamine hydrochloride or shabu with an estimated value of Php 5,630,400,600.00.
According to Vice Chairman Aguirre, it is indeed quite rare in the history of drugs operation conducted by police operatives to confiscate and/or seize billions of pesos worth of shabu from a drug syndicate. As such, it epitomizes the strength of a police officer’s character, one that is worthy of emulation and has brought honor and prestige to the entire Philippine National Police.
“Hand in hand with the NAPOLCOM’s determined effort to continuously remove misfits and scalawags in the PNP is the Commission’s commitment to recognize the outstanding accomplishments of our police officers through career advancement and promotion,” Vice Chairman Aguirre said.
Under Section 38 (b) of RA 6975, as amended by Section 33 (b) of RA 8551, any uniformed member of the PNP who has exhibited acts of conspicuous courage and gallantry at the risk of his/her life above and beyond the call of duty shall be promoted to the next higher rank, provided, that such acts shall be validated by the Commission based on established criteria.

NAPOLCOM Vice Chairman Aguirre Calls for Bayanihan during the 26th PCR Month Celebration
National Police Commission (NAPOLCOM) Vice Chairman and Executive Officer (VCEO) Vitaliano N. Aguirre II led the opening ceremony of the 26th Police Community Relations Month (PCRM) as Guest of Honor and Speaker.
Vice Chairman Aguirre stressed the importance of developing good relationship between the uniformed personnel and the community.
“Police effectiveness depends heavily in a strong, functioning and collaborative relationship with the community. When law enforcement agencies have good rapport and communication with the local community, they are able to serve effectively and effectually ensure their safety,” Vice Chairman Aguirre said.
He also acknowledged the great pressure which the COVID-19 pandemic has placed on law enforcement, particularly protecting the citizens from the spread of the virus, being their primordial consideration apart from ensuring the public’s security.
“While the pandemic has created new crisis for law enforcement, it has also created opportunities for innovation. Our police force is challenged to employ dynamic, community-oriented solutions that can help navigate this volatile, unprecedented, and changing environment towards a safer normal. Indeed, bayanihan has never been alive in the hearts of the Filipinos. Thus, it is but fitting that this year’s month-long celebration of PCR is themed “Pulisya at Pamayanan, BARANGAYanihan sa Hamon ng Pandemya at Laban sa Krimen,” Vice Chairman Aguirre said.
The Vice Chairman further emphasized that BARANGAYanihan, a coined word from the Filipino word Bayanihan, implied cooperation and collaboration. Therefore, Barangay-anihan means the coming together and working jointly by the communities and barangays, to achieve the goal of preventing not only the spread of COVID-19, but also to ensure the safety of the public.
According to Vice Chairman Aguirre, the impact of the unprecedented global pandemic and the shared responsibility in innovating policing strategies communication and networking capabilities, widen the scope of PNP’s responsibility to the community.
He emphasized that since last year, the PNP has assumed more roles, which includes not only protection of the citizenry, but also to provide a sense of security to the public amidst this situation caused by the pandemic.
“This is the very essence of the Community and Service-Oriented Policing (CSOP) system, which is to encourage our police force to go beyond their traditional role of preventing and solving crimes, and ensuring public safety, but likewise to give premium in assisting the local government units in the delivery of basic services. Parallel to that, the CSOP recognizes the role of the community as an active agent and partner in promoting public safety, wherein they can provide support to the law enforcement by giving necessary information and share available resources,” Vice Chairman Aguirre emphasized.
“The Police Community Relations Month reminds us that none of us will ever do grand things alone. When public and private sectors combine all resources, whether tangible or intangible, more can be achieved; gains and results are enormous. NAPOLCOM penalizes 166 erring cops
Amidst the pandemic and controversies, the National Police Commission (NAPOLCOM) continues its efforts to professionalize the Philippine National Police (PNP) by cleansing its ranks from erring police personnel with the resolution of summary dismissal cases since March to date.
A total of 275 administrative cases involving 515 members of the PNP were decided during the En Banc sessions held since March. NAPOLCOM Vice Chairman and Executive Officer Vitaliano N. Aguirre II stated that out of the 166 police personnel who were imposed with disciplinary sanctions, 75 were dismissed from the police service; 48 were penalized with one (1) rank demotion; and 43 were suspended.
Among those dismissed and demoted were two (2) high-ranking PNP officials. Copy of the NAPOLCOM Decision was already endorsed to the Office of the President for confirmation since said police officials are Presidential appointees.
Meanwhile, four (4) police personnel were reprimanded while seven (7) were exonerated after the Commission found no substantial evidence to hold them liable for the charges they were complained of.
The administrative cases filed against the remaining number of police personnel were dismissed for lack of substantial evidence; lack of jurisdiction; failure to prosecute; forum shopping; or remanded to the Summary Hearing Officer.
Vice Chairman Aguirre stressed that the NAPOLCOM is committed to provide the public with a well-disciplined police force by ensuring the speedy disposition of pending cases through the monthly convening of the members of the NAPOLCOM En Banc to deliberate and approve NAPOLCOM Decisions on summary dismissal cases.
“We assure the public that the NAPOLCOM fully supports the government’s effort to rid the police service of scalawags and misfits by fast-tracking the resolution of administrative cases against PNP members filed before the Commission,” Vice Chairman Aguirre said.

NAPOLCOM Opens Applications for PESE Exam
Police officials vying for third level career positions will now have the opportunity to be eligible with the opening of Police Executive Service Eligibility (PESE) Written Examination administered by the National Police Commission (NAPOLCOM). Starting July 12 to August 13, 2021, the NAPOLCOM will accept applications for PESE Exams scheduled on September 12, 2021.
NAPOLCOM Vice Chairman and Executive Officer (VCEO) Vitaliano N. Aguirre II said that the PESE Written Examination is open to all qualified uniformed members of the PNP with the rank of Police Lieutenant Colonel (PLTCOL) and up, with permanent status of appointment.
The PESE Written Examination will be held in Quezon City (for applicants from Luzon); in Cebu City (for applicants from Visayas); and in Davao City (for applicants from Mindanao). Application forms and Index cards can be obtained for free at the NAPOLCOM Central Office or at any NAPOLCOM Regional Office nationwide. These forms may also be downloaded at www.napolcom.gov.ph.
Upon filing, qualified applicants should indicate in their application their choice of examination center. Duly accomplished application forms, with all the required documents, may be filed personally or by mail at any of the seventeen (17) NAPOLCOM Regional Offices nationwide on or before the deadline for filing of applications.
Qualified applicants must submit the following documents:
- Duly accomplished Written Examination Form and Index Card
- Examination fee of Php 700.00
- Three pieces identical I.D. pictures (one 1” x 1” size and two passport size) with full name tag that includes the First Name, Middle Initial and Surname, taken within three months before the date of filing of the application. Pictures that are scanned, photocopied or computer enhanced will not be accepted.
- Two legal size window envelopes with Php 21.00 worth of mailing stamps affixed on each envelope
- Copy of attested appointment (KSS Porma Bldg. 33)
“The PESE examination has two (2) phases, the Written Examination and the Validation Interview, which both consist of analytical questions on police leadership and police values to test the competence, skills and the mettle of future leaders of the PNP,” Vice Chairman Aguirre said.
Only those who passed the Written Examination are qualified to proceed to the Validation Interview. Passers of the Validation Interview shall be conferred the PES Eligibility, which is one of the requirements for promotion to the third-level ranks of Police Colonel (PCOL), Police Brigadier General (PBGEN), Police Major General (PMGEN), Police Lieutenant General (PLTGEN) and Police General (PGEN), during PESE Conferment Rites.

NAPOLCOM okays recruitment of 434 professionals to the PNP
More professionals from various fields are seen to join the Philippine National Police (PNP) announces National Police Commission (NAPOLCOM) Vice Chairman and Executive Officer (VCEO) Vitaliano N. Aguirre II on June 15, 2021. The announcement came after the NAPOLCOM En Banc, headed by NAPOLCOM Chairman Eduardo M. Año, approved NAPOLCOM Resolution No. 2021-0612.
Said Resolution grants the Chief PNP with authority to recruit doctors, lawyers, and IT experts for lateral entry to the police service to fill the 434 vacancies in the police organization for the ranks of Police Captain and Police Lieutenant under the CY 2021 Lateral Entry Program for Technical Officers.
“The PNP Lateral Entry Program is aimed to strengthen the human resource and technical capability of the police organization in managing present and future challenges,” Vice Chairman Aguirre said.
Aguirre added that the recruitment of the Medical Officers and Medico-Legal Officers is intended to augment the present medical workforce of the PNP mobilized to address the current pandemic. They will also be utilized to speedily resolve forensic cases and facilitate medical processes.
Meanwhile, the hiring of legal officers is the PNP’s response to the government’s relentless campaign against criminalities which require the support of dedicated lawyers in every PNP Office/Unit.
IT Officers to be appointed are expected to further strengthen the PNP’s information technology capability in order to meet the technological and digital communication requirements of the police service under the so-called new normal.
Vice Chairman Aguirre stressed that the PNP shall only process applicants for positions which are identified by the PNP with career path; those who are included in the Index of Occupational Services, Occupational Groups, Classes and Salary Grades (IOS) of the Department of Management (DBM); and those with approved qualification standards (QS) by the NAPOLCOM and confirmed by the Civil Service Commission (CSC).
“The PNP is enjoined to strictly observe the existing guidelines and procedures in the processing of Lateral Entry applicants,” Vice Chairman Aguirre said.
The quota distribution for the vacancies are as follows: 163 Medical Officers for the Health Service (HS); 20 Medico-Legal Officers for the Crime Laboratory (CL); 100 Legal Officers for the Legal Service (LS); 100 Information Technology (IT) Officers for the Information Technology Management Service (ITMS); and 51 IT Officers for the Anti-Cybercrime Group (ACG).

NAPOLCOM opens online scheduling for Computer-Assisted Examination (CAEx) PNP Entrance test
The National Police Commission (NAPOLCOM) announces the activation of the On-Line Examination Application Scheduling System (OLEASS), through its website www.napolcom.gov.ph or www.oleass-napolcom.com, on July 1 and 2, 2021, respectively, for the conduct of the PNP Entrance examination using the Computer-Assisted Examination (NAPOLCOM CAEx). The aforesaid exam will be held on July, August, September, October and November 2021 at the NAPOLCOM Central Office in Quezon City.
Consequently, the period of filing an application for examination through the OLEASS shall be on the following dates: July 16; August 9, 10, 12, 13, 16, 17, 19, 20, 23, 24, 26, 27 and 31; September 16, 17, 20, 21, 23, 24, 27, 28, and 30; October 4, 5, 7 and 8; November 4, 5, 8, 9, 11 and 12, 2021. It was likewise emphasized that no walk-in applicants shall be accommodated.
The OLEASS is open to all applicants aspiring to be a member of the Philippine National Police, who have a bachelor’s degree, and not more than 30 years old, as well as Patrolman/Patrolwoman with temporary appointment due to lack of appropriate eligibility.
NAPOLCOM Vice Chairman and Executive Officer (VCEO) Vitaliano N. Aguirre II said that only 15 examinees or 33% of the actual capacity of the examination room, which has an actual seating capacity of 46 examinees, shall be accommodated with distance of at least one (1) meter apart.
Vice Chairman Aguirre further stated that the CAEx which was scheduled on May 3, 4, 6, 7, 10, 11 and 14, 2021, that was cancelled due to the declaration of the Modified Enhanced Community Quarantine (MECQ) in Metro Manila, Bulacan, Cavite, Laguna and Rizal, will be rescheduled on July 5, 6, 8, 9, 12, 13 and 15, 2021.
In accessing the OLEASS, the applicants may choose the desired date of examination and fill out the mandatory fields thereon. Those with confirmed schedule shall receive auto-generated email informing them to access the link where the applicants will input the necessary information in the application form. The duly accomplished application form must be presented by the applicant to the Examination Application Processor from 8:00 a.m. to 8:30 a.m. (processing time) at the Ground Floor, DILG-NAPOLCOM Center, EDSA corner Quezon Avenue, Quezon City on their scheduled examination date.
Confirmed applicants are also reminded to bring the following:
- E-mailed Confirmation Slip, duly accomplished Application Form, Index card and two recent, identical in color 1”x1” ID pictures with white background and complete name tag (for PNP members, the name tag should indicate the rank before the name) Confirmation slip may be accessed and printed by logging in at the link provided at the NAPOLCOM website using the applicant’s complete name as verification code.
- Examination fee of Php 600.00
- One legal size window envelope
- Authenticated Transcript of Scholastic Record (with Special Order issued by CHED) and Diploma
- Birth Certificate in security paper issued by the PSA
- Any two (2) valid government issued IDs with signature (SSS, GSIS, Voter’s, Postal, Passport, Driver’s License, PRC) Strictly “No I.D., No Processing”
- As an additional requirement, applicant must present to the NAPOLCOM Medical Team a Medical Certificate issued by a licensed government physician from the Municipal/City/Provincial Health Office or other government health monitoring center/office where the examinee resides.
The Medical Certificate must be issued within 72 hours before the examination day, and must clearly state that he/she (applicant) is COVID-19 free. Medical certificates issued by private health institution shall not be accepted.
Also, Patrolmen/Patrolwomen with temporary appointment must bring a Certified True Copy of Attested Appointment, Plantilla Appointment, or Special Order, at the scheduled date of their examination.
Upon compliance with the above requirements, applicants shall proceed to the examination room located at the 20th Floor of the NAPOLCOM building for the three-hour examination. After the examination, examinees shall be given (personally) their respective Certificate of Eligibility or Report of Rating.
Examinees who failed the NAPOLCOM CAEx shall be allowed to take the same exam after three (3) months.
“The NAPOLCOM reserves the right to deny any application for examination should there be lacking requirements and/or violation of examination and health guidelines/protocols,” Vice Chairman Aguirre said.
Only applicants with normal body temperature (up to 37.5 degrees Celsius) and with no other symptoms like sore throat, cough, colds, runny nose and nasal congestion, shall be allowed to enter the premises of NAPOLCOM. As such, examinees shall be required to accomplish the Health Risk Assessment in the Revised Visitor’s Slip and, at all times, wear face mask and face shield while inside the building. Also, examinees should wear plain white shirt, dark pants and shoes during their scheduled examination date. Otherwise, they will not be allowed to enter the examination room.

NAPOLCOM authorizes PNP Chief to promote 33,490 police officers
The National Police Commission (NAPOLCOM) recently approved the filling up of 33,490 promotional vacancies for the ranks of Police Corporal (PCpl) to Police Lieutenant Colonel (PLTCOL) under the CY 2020 Second Level Ranks Promotional Quota consisting of 32,334 regular promotion and 1,156 projected special/meritorious promotion.
NAPOLCOM ViceChairman and Executive Officer Vitaliano N. Aguirre II said that the Commission EnBanc, headed by DILG Secretary and NAPOLCOM Chairman Eduardo M. Aňo, approved Resolution No. 2021-0415, dated April 12, 2021, granting the Chief of the Philippine National Police (PNP) the authority to fill up promotional vacancies in the second level ranks to facilitate the upward career movement of personnel in order to stabilize the pyramidal rank structure of the PNP organization.
“The PNP Promotion Program is aimed to enhance the efficiency and effectiveness of the police organization by selecting and appointing qualified and deserving police officers to the next higher rank through merit and fitness,” Aguirre said.
For the regular promotional quota, the PNP has been authorized to fill up1,000 promotional slots for Police Lieutenant Colonel (PLTCOL); 1,670 for Police Major (PMAJ); 320 for Police Captain (PCPT); 433 for Police Lieutenant (PLT); 2,584 for Police Executive Master Sergeant (PEMS); 3,149 for Police Chief Master Sergeant (PCMS); 4,025 for Police Senior Master Sergeant (PSMS); 4,346 for Police Master Sergeant (PMSg); 5,158for Police Staff Sergeant (PSSg); and 9,649 for Police Corporal (PCpl).
The1,156projected special/meritorious promotions are distributed by rank, as follows: 22 for PMAJ; 34 for PCPT; 16 for PLT;116 for PEMS; 213 for PCMS; 122 for PSMS; 255 for PMSg; 132 for PSSg; and 246 for PCpl.
Vice Chairman Aguirre said that the minimum qualification standards to be used in the assessment and evaluation of qualified candidates shall be based on the existing approved NAPOLCOM issuance and confirmed by the Civil Service Commission. All promotional appointments shall be permanent in nature and there shall be no promotional appointment in temporary status.
The processing of the PLTCOL Promotion program shall be done continuously to fill up the required vacancies in the PLTCOL rank. Police Majors who are occupying PLTCOL positions shall be qualified for promotion by virtue of position on top of the other collateral qualification standards in order to ensure the proportionate distribution of said rank. Provided, that these candidates for promotion shall have satisfied all the other qualification standards prior to their promotion.
In case of a tie in the ranking of applicants, the Seniority Lineal List (SLL) shall be used as a governing factor when all the other relevant factors are already considered. The PNP shall submit to the NAPOLCOM a report stating therein the number of applicants processed per rank and the number of promotees per rank.
“There should be transparency in the implementation of procedures and that the Promotion Board must ensure the promotion of the best and most qualified police officers; otherwise, they would be subjected to administrative sanctions,” Aguirre said.

NAPOLCOM approves recruitment of 17,314 new cops
The National Police Commission (NAPOLCOM) approved the recruitment of 17,314 Patrolmen and Patrolwomen to replenish personnel losses, increase personnel strength, enhance police visibility, and improve police-to-population ratio and peace and order condition in the operational areas covered by the respective Police Regional Offices (PROs) and National Support Units (NSUs).
The NAPOLCOM En Banc, headed by Department of the Interior and Local Government (DILG) Secretary and NAPOLCOM Chairman Eduardo M. Año, issued Resolution No. 2021-0475, dated April 27, 2021, approving the CY 2021 Regular and Attrition Recruitment Program of the Philippine National Police (PNP).
NAPOLCOM Vice Chairman and Executive Officer Vitaliano N. Aguirre II said that the 1,000 regular recruitment quota shall be allotted to the National Capital Region Police Office (NCRPO) in the 1st recruitment cycle to improve the police-to-population ratio in the region, address personnel losses due to localization program, and satisfy the personnel requirement of the Office.
“The 16,314 attrition recruitment quota, on the other hand, is intended to replace uniformed personnel losses due to separation from the service (retirement, designation, death, dismissal from the service, absence without leave),” Aguirre said.
The attrition recruitment quota for the PROs for the 1st and 2nd cycles shall be distributed, as follows: PRO1- 350; PRO2- 400; PRO3- 750; PRO4A- 750; PRO4B- 450; PRO5- 850; PRO6- 100; PRO7- 650; PRO8- 1,200; PRO9- 100; PRO10- 150; PRO11- 100; PRO12- 100; PRO13- 100; PRO COR- 100; PRO BAR- 1,700; and, NCRPO- 5,000;
For the NSUs, following is the allotment of the attrition recruitment quota for the 1st and 2nd cycles: Anti-Cybercrime Group (ACG)- 200; Communications and Electronics Service (CES)- 350; Criminal Investigation and Detection Group (CIDG)- 200; Crime Laboratory (CL)- 500; Explosive Ordnance Disposal and Canine Group (EOD/K9) – 100; Health Service (HS)- 500; Headquarters Support Service (HSS)- 150; Intelligence Group (IG)- 100; Legal Service (LS)- 100; Maritime Group (MG)- 1,000; National Police Training Institute (NPTI)- 250; PNP Drug Enforcement Group (PNP DEG)- 514; PNP Retirement and Benefits Administration Service (PRBS)- 100; Police Security and Protection Group (PSPG)- 150; Special Action Force (SAF)- 100; and PNP Training Service (PNPTS)- 150.
Vice Chairman Aguirre said that Chiefs of PNP Offices/Units and members of the Screening and Selection Committee, including the head and members of the Secretariat, are required to strictly follow the existing rules and regulations on the recruitment, selection and appointment of Patrolman and Patrolwoman as well as the Inter-Agency Task Force on Emerging Infectious Diseases (IATF-EID) Omnibus Guidelines in the Implementation of Community Quarantine in the Philippines; otherwise, they would be subjected to administrative sanctions.

NAPOLCOM announces schedule and guidelines on the conduct of police exams for CY 2021
The National Police Commission (NAPOLCOM) announced the schedule for the nationwide conduct of the PNP Entrance and Promotional Examinations, including the Police Executive Service Eligibility (PESE) Written Examination, following the clearance/letter-reply, dated February 22, 2021, from the Office of the Health Secretary.
NAPOLCOM Vice Chairman and Executive Officer Vitaliano N. Aguirre II said that the conduct of the police examinations will be on July 31 and October 23, 2021 for the PNP Entrance Examination; August 1 and October 24, 2021 for the PNP Promotional Examination; and September 12, 2021 for the PESE Written Examination to be conducted in NCR, Cebu City and Davao City.
If the condition so warrants, the Regional Offices shall prioritize the processing of applications of those processed PNP Entrance examinees of the April 26, 2020 PNP Entrance Examination who did not avail of the Computer-Assisted Examination (NAPOLCOM CAEx); those processed PNP Promotional examinees of the April 26, 2020 PNP Promotional Examination; those applicants who were able to register in the On-Line Examination Application Scheduling System (OLEASS) for the April 26, 2020 PNP Entrance and Promotional Examinations but were not processed; and those in the waitlist for the April 26, 2020 PNP Entrance and Promotional Examinations.
All examinees and examination personnel shall enforce the following health standard measures: 1) Only 15 examinees per room will be accommodated (to ensure proper social distancing) and chairs must be arranged at least one (1) meter apart; 2) Examinees shall be restricted to their assigned seat; 3) Bringing of 70% isopropyl or ethyl alcohol for hand sanitation; 4) Wearing of face masks and face shields at all times; 5) All examinees shall submit the duly accomplished Health Declaration Form (to be provided by the Regional Office at the entrance gate or thru online using the QR Code of NAPOLCOM Telehealth) and Medical Certificate issued by a licensed government physician from the Municipal/City/Provincial Health Office, or other government health monitoring center/office where the examinees reside, at the designated area for the medical team. It must clearly state that he/she is COVID-19 free. Said Medical Certificate must be issued within 72 hours before the examination day (medical certificate issued by private health institution shall not be accepted); 6) Examinees shall bring their own pens, pencils and erasers; 7) Borrowing of pens, pencils and erasers from seatmates is not allowed to prevent contamination; 8) Unnecessary chatting and loitering is prohibited anywhere within the premises of the testing center; 9) In the handling, distribution and retrieval of examination materials, disposable gloves must be used; and 10) Eating is not allowed inside the examination room.
To prevent congestion in the queue during the examination day and for documentation of examinees, gate of Testing Centers may be opened as early as 6:00 AM. Physical distancing (at least 1 meter apart) shall be strictly observed in the queuing of the examinees entering the testing center. The taking of body temperature of all NAPOLCOM personnel and examination applicants/examinees and other examination personnel, and sanitizing of hands before entering the Testing Centers should be done. Only those with normal body temperature (up to 37.5 degrees Celsius) and with no other symptoms like cough, colds, sore throat, or any flu-like symptoms and with face masks and face shields shall be allowed to enter the premises. Examinees shall proceed immediately to their designated examination rooms after the thermal scanning/screening. Foot bath with 10% Chlorine solution and 70% isopropyl or ethyl alcohol shall be available at the entrance gate for disinfection. Hand soap and alcohol shall also be provided in all comfort rooms.
According to Vice-Chairman Aguirre, all examination personnel and examinees shall abide with the implemented protocols and directives of the concerned Local Government Unit (LGU) other than those stated in the IATF issuances. Examination personnel are also restricted from mass gathering. Strict implementation of the set guidelines and health standards during the actual conduct of the examination shall be under the supervision and control of the Regional Director/Examination Administrator with the assistance of the on-site medical personnel.
“Dissemination of the guidelines and instructions to examinees shall be done by the Regional Offices and all Regional Directors/Examination Administrators must ensure the safety and security of all examination personnel,” Vice Chairman Aguirre said.

President Duterte appoints 8 NAPOLCOM Directors
President Rodrigo Roa Duterte approved on March 24, 2021 the appointment to Director III and Director II of eight (8) key officials of the National Police Commission (NAPOLCOM).
In a virtual oath taking ceremony last April 13, 2021, NAPOLCOM Vice Chairman and Executive Officer Vitaliano N. Aguirre II administered the oath of office to acknowledge and congratulate the six (6) newly promoted Directors III and two (2) Directors II.
Promoted to Director III are Dir. Donna Lynn A. Caparas, Staff Service Chief of the Crime Prevention and Coordination Service (CPCS) in the Central Office; Dir. Monday D. Samson, Regional Director of NAPOLCOM Region 1; Dir. Julieta P. Rañeses, Regional Director of NAPOLCOM Region 3; Dir. Jose S. Concepcion Jr., Regional Director of NAPOLCOM Region 7; Dir. Johnson G. Reyes, Regional Director of NAPOLCOM Region 8; and Dir. Jerome L. Asuga, Regional Director of NAPOLCOM Region 10.
Also promoted to Director II are Dir. Leonora G. Bartolome, Assistant Regional Director of NAPOLCOM Region 2 and Dir. Edman B. Pares, Assistant Regional Director of NAPOLCOM Region 5.

NAPOLCOM to confer PES Eligibility to 52 PNP Officials
National Police Commission (NAPOLCOM) Vice Chairman and Executive Officer Vitaliano N. Aguirre II announces the conferment of the Police Executive Service Eligibility (PESE) to 52 Police Majors (PMAJ), Police Lieutenant Colonels (PLTCOL) and Police Colonels (PCOL) who successfully passed the NAPOLCOM-administered police eligibility examination for the third level ranks in the Philippine National Police (PNP). The 15th PESE Conferment Rites will be held before the end of February 2021.
The topnotcher of this year’s PESE examination is PCOL Marvin S. Diplat, Chief of the Personnel Holding and Accounting Unit, Directorate for Personnel and Records Management (DPRM- PHAU), PNP National Headquarters, Camp Crame, Quezon City.
PCOL Diplat is a member of the Philippine National Police Academy (PNPA) Tanglaw Lahi Class of 1999 and holds a Master’s degree in Public Administration. Prior to his present position, he held various key positions in the Police Regional Office (PRO) in Cordillera Administrative Region, the most recent of which were as Assistant Chief, Regional Police Community Relations Division, PRO-Cor and as Station Commander of Police Stations 6 and 2 of the Baguio City Police Office.
Other PNP officials who made it to the top five are the following: for 2nd place, PLTCOL Janet L. Arinabo, under schooling and assigned at the Regional Personnel and Records Management Division-Regional Personnel Holding and Accounting Unit, PRO 4A; for third place, PLTCOL Christopher F. Olazo, Battalion Commander at the Quezon City Police District, National Capital Region Police Office (NCRPO); four (4) police officials shared the 4th place, namely, PLTCOL Omer C. Cuadro, Chief of the Process Management and Appointment Division, PNP National Headquarters, Camp Crame, Quezon City; PLTCOL Alfredo E. Dulay, Jr., Chief of the Administrative and Resource Management Division, PNP National Headquarters, Camp Crame, Quezon City; PLTCOL John K. Guiagui, Station Commander at the Manila Police District, NCRPO; and PLTCOL Rolly P. Onofre, Deputy Chief, Regional Engineering Service, PRO 13; and in fifth place is PLTCOL Joseph Mark L. Sibayan, Assistant Chief of the Firearms and Explosive Office-Civil Security Group, PNP National Headquarters, Camp Crame, Quezon City.
“The 52 passers represent 60.46% of the 86 police officials who took the validation interview on November 21, 22, 28 and 29, 2020,” Vice Chairman Aguirre said.
The PESE is an eligibility requirement for the ranks of Police Colonel, Police Brigadier General, Police Major General, Police Lieutenant General and Police General. The two-phased PESE examination process consists of written examination and panel interview. Both phases contain analytical questions on police leadership and police values designed to select the best future leaders in the police service.

ENSURING A PNP THAT TRULY SERVES AND TRULY PROTECTS
NAPOLCOM Vice Chairman Vitaliano Aguirre II Leads En Banc Deliberation on Police Cases
Barely a month upon his assumption as the Vice Chairman and Executive Officer of the National Police Commission (NAPOLCOM), Commissioner Vitaliano N. Aguirre II presides over the first En Banc meeting for the year.
Heeding the marching orders of President Rodrigo Roa Duterte to rid the Philippine National Police (PNP) of scalawags, newly appointed Vice Chairman Aguirre presided over the En Banc deliberation held last 11 February 2021, during which One Hundred Three (103) Summary Dismissal Cases (S.D. Cases) involving One Hundred Seventy-Seven (177) police officers were resolved.
During the NAPOLCOM regular En Banc deliberation for the month of February, thirty-six (36) police officers were meted the ultimate penalty of dismissal from the police service, one of whom is a Police Colonel; eighteen (18) police officers were meted with one (1) rank demotion; ten (10) police officers were meted with suspension ranging from twenty (20) days to six (6) months; and three (3) police officers were reprimanded for their administrative infraction.
In attendance as well for his first NAPOLCOM En Banc deliberation was PGEN Debold M. Sinas, ex-officio Commissioner of the NAPOLCOM. With Vice Chairman Aguirre presiding, the other members of the NAPOLCOM En Banc which include Commissioner Felizardo M. Serapio, Jr., Commissioner Zenonida F. Brosas and Commissioner Job M. Mangente, likewise deliberated on three (3) policy issuances for the PNP, to wit: Proposed amendments to the IRR of R.A. 9708 (REPLACEMENT OF NATIONAL BUREAU OF INVESTIGATION CLEARANCE WITH PNP CLEARANCE AS A REQUIREMENT FOR PROMOTION); Proposed NAPOLCOM Memorandum Circular, entitled: PROCEDURES AND GUIDELINES FOR THE CONDUCT OF TERMINATION PROCEEDINGS OF PNP UNIFORMED PERSONNEL IN TEMPORARY STATUS; and Proposed amendment/s to NAPOLCOM M.C. 94-017 (ADOPTING A UNIFORM CRITERIA IN DETERMINING WHEN A CRIME IS CONSIDERED SOLVED).
The next NAPOLCOM regular En Banc deliberation is scheduled on 11 March 2021.

NAPOLCOM VCEO Vitaliano Aguirre II graces PNP’s 30th Foundation Day Celebration
NAPOLCOM Vice Chairman and Executive Officer Vitaliano N. Aguirre II graces the PNP’s 30th Founding Anniversary as Guest of Honor and Speaker at Camp Crame, Quezon City this morning.
With the theme “Kakampi mo Laban sa Pandemya, Ilegal na Droga, Kurapsyon at Terorismo,” this momentous occasion marks Vice Chairman Aguirre’s first attendance to an official PNP gathering since his assumption to office last January 20, 2021.
“In return for the President’s continuing trust in me, I commit to repay his trust and confidence by following his marching orders to the full extent of the authority granted to me by the law,” Vice Chairman Aguirre said.
According to Vice Chairman Aguirre, the greater challenge ahead demands for a police force that is flexible, agile, and adaptable which can thrive in any volatile, uncertain, complex, and ambiguous situation.
“In a volatile world, we need direct and decisive leaders of the police force who can act quickly without any hesitation to the radical changes of our fast-paced world, but always within the bounds of the law,” Aguirre added.
According to Aguirre his vision for the police force is for it to have direct, understandable, reliable and trustworthy leaders who can truly understand the context, depth, and magnitude of our problems.
The PNP needs leaders who can adapt to the changing times where everything is interconnected and who are trustworthy and can guide us to the right path, with the moral compass never to deviate from such a path.
“Our people’s trust in us, their public servants, should be compensated with our continuous efforts to better ourselves. My challenge for all is to always strive for excellence and integrity,” Aguirre ended his message to the PNP with this challenge.

NAPOLCOM welcomes Vice-Chairman and Executive Officer Vitaliano N. Aguirre II
Newly appointed National Police Commission (NAPOLCOM) Commissioner and Vice-Chairman and Executive Officer (VCEO) Vitaliano N. Aguirre II officially assumed office on January 20, 2021. Aguirre started his day at the office with a Mass followed by the blessing of his entire office located at the 18th floor of the DILG-NAPOLCOM Building in EDSA corner Quezon Avenue, Quezon City.
The mass was followed by an executive briefing conducted by all the heads of offices of the NAPOLCOM. During the executive briefing, each unit presented their functions, mandate, priority programs, and work status. Given the limitations and COVID-19 protocols set by the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-EID), the executive briefing was conducted by the NAPOLCOM Central Office Officials.
Aguirre highlighted the importance of “INTEGRITY, DEDICATION and EXCELLENCE” as hallmarks of all official tasks in order to maintain the people’s confidence and trust in the NAPOLCOM. More pictures…

NAPOLCOM appoints new OIC for the Office of the Vice-Chairman and Executive Officer
DILG Secretary and NAPOLCOM Chairman Eduardo M. Año designated Commissioner Felizardo M. Serapio, Jr. as the Officer-in-Charge, Office of the Vice-Chairman and Executive Officer (OIC-OVCEO) of the National Police Commission, until such time that a new VCEO shall have been appointed by the President.
Special Order No. 2021-004, dated January 5, 2021, was issued following the early demise of the late VCEO Atty. Rogelio T. Casurao last January 2, 2021. The designation was made in order to achieve efficient, effective and responsive operations of the NAPOLCOM and to avoid undue delays in the performance of the day-to-day activities of the agency.
As OIC-OVCEO, Commissioner Serapio is authorized to act on or approve urgent, necessary or time-bound transactions/disbursements/activities of the Commission which include, but shall not be limited to the following: issue and sign General Orders, Office Orders, Special Orders, Memorandum and Letter/Travel Orders; approve Memorandum Receipts (Firearms/Vehicles); sign original and promotional appointments of NAPOLCOM Personnel (Salary Grade (SG) 1-25 of NAPOLCOM Central Office personnel and SG 24-25 of NAPOLCOM Regional Office personnel); sign contracts involving procurement of service/resources by NAPOLCOM; approve disbursements/payments of NAPOLCOM’s legitimate/regular financial transactions; release funds chargeable against GAA FY 2021; approve payroll and disbursement vouchers; enter into or renew agreements concerning regular transactions of NAPOLCOM; and exercise disciplinary authority.
Commissioner Serapio was appointed as NAPOLCOM Commissioner representing the law enforcement sector on February 11, 2016 for a six-year term of office.
Prior to his appointment at NAPOLCOM, he was the Undersecretary and Head of the Law Enforcement and Security Integration Office under the Office of the Executive Secretary. He was also the Executive Director of the Philippine Center on Transnational Crime.
He also served as Head of the INTERPOL National Central Bureau Manila Secretariat, Officer-in-Charge of the Association of Southeast Asian Nations (ASEAN); Senior Official on Transnational Crime-Philippines; and Head of the Philippine Working Group on Trafficking in Persons, ASEAN Senior Officials on Transnational Crime.
He retired from the police service in 2010 where he held various key positions, such as Head of the Directorate for Integrated Police Operations-Western Mindanao; Regional Director of Police Regional Office 12; and Director of the Special Action Force (SAF).
