Those who passed this examination are conferred by the NAPOLCOM, the PNP Entrance Eligibility which is appropriate for appointment to the rank of Patrolman/woman, as prescribed under sec. 30 of Republic Act No. 6975, as amended by Republic Act No. 8551.

The PROMOTIONAL EXAMINATIONS are open exclusively to all qualified uniformed members of the PNP who meet the minimum qualification standards for examination in terms of rank and eligibility. Click here to view the General Qualifications – Addendum to the General Qualifications
Applicants shall utilize the NAPOLCOM Online Registration Information System (NORIS) to request the Regional Office for their schedule on the filing of examination application. Applicants will personally appear at the NAPOLCOM Regional Office on the date assigned to them.
POLICE EXECUTIVE SERVICE ELIGIBILITY EXAMINATION
The POLICE EXECUTIVE SERVICE ELIGIBILITY EXAMINATION (PESE) is an eligibility requirement for the ranks of Police Colonel, Police Brigadier General, Police Major General, Police Lieutenant General and Police General.
The two-phased PESE examination process consists of written examination and panel interview. Both phases contain analytical questions on police leadership and police values designed to select the best future leaders in the police service.
The National Police Commission announces the administration of the PESE EXAMINATION for all qualified uniformed members of the Philippine National Police (PNP) with the rank of Police Lieutenant Colonel (PLTCOL) and up, with PERMANENT STATUS OF APPOINTMENT.

PROPOSED BILL
“An Act Uplifting the PNP Morale and Welfare and for Other Purposes, Further Amending Certain Provisions of Republic Act Numbered Sixty Nine and Seventy Five Entitled: “An Act Establishing the Philippine National Police Under a Reorganized Department of the Interior and Local Government, and for Other Purposes”, as Amended”
The National Police Commission (NAPOLCOM) has submitted to the Committee on Peace and Order and Public Safety a proposed bill entitled: “An Act Uplifting the PNP Morale and Welfare and for Other Purposes, Further Amending Certain Provisions of Republic Act Numbered Sixty-Nine and Seventy-Five Entitled: “An Act Establishing the Philippine National Police Under a Reorganized the Philippine National Police Under a Reorganized Department of the Interior and Local Government, and for Other Purposes”, as Amended.
An advocacy campaign through broad-based consultations and dialogues at the Central Office and the Regional Office of the NAPOLCOM shall be conducted to reach out to various stakeholders among the agencies and institutions of the national government, the legislators, the private sector, the communities, and the general public, including and most importantly, the families of the police uniformed and non-uniformed personnel of the Philippine National Police (PNP).
The Governors and Mayors, as deputies of the NAPOLCOM in their respective localities, shall also be invited to participate in the series of advocacy campaign activities to generate the widest views and opinions of all stakeholders on solutions to the issues and concerns affecting the morale and welfare of the PNP.

28th Police-Community Relations (PCR) Month
The National Police Commission (NAPOLCOM) extends its full support to the Philippine National Police (PNP) in the observance of the 28th Police-Community Relations (PCR) Month from July 1 to 31, 2023 with the theme "Serbisyong Nagkakaisa para sa Ligtas at Maunlad na Pamayanan."
The event consisted of three parts: 1) Six (6) Kms. Fun Run at 4:00 – 5:30 am from Cauayan City Hall to Isabela State University; 2) Zumba exercise at Isabela State University Presidential Proclamation Nos. 764 (s. 2005) and 783 (s. 1996), as amended, declare the month of July of every year as Police-Community Relations (PCR) Month.
The SILG, during his message, presented and discussed the following 1) PBBM’s Operational Accomplishment on campaign against illegal drugs; 2) the ill physical and mental effects of drugs on people and the society; 3) the reasons why people use illegal drugs.
In his message, Vice Gov. Dy informed SILG Abalos and those present that out of the 1,055 barangays of Isabela, only three are not yet declared drug-free. He assured everyone that very soon, the province will be completely drug-free.

Regional Buhay Ingatan Droga’y Ayawan (BIDA) Caravan
On April 1, 2023, NAPOLCOM Regional Office 2 personnel, led by Manuel L. Pontanal, Regional Director, attended the Regional Buhay Ingatan Droga’y Ayawan (BIDA) Caravan held at Cauayan City, Isabela.
The activity was graced by the Secretary of the Department of Interioand Local Government (SILG) and NAPOLCOM Chairperson Atty. Benjamin “Benhur” Abalos Jr.
Officials and personnel of the DILG Family (PNP, BJMP, BFP), PDEA, AFP, LGUs, students, and representatives of non-governmental organizations (NGOs) participated.
The activity was intended to continue the government’s objectives, strategies, and efforts to address the drug problem in the country and involve the participation of the youth, the Local Government Unit leagues, and other stakeholders in the BIDA Program.
The event consisted of three parts: 1) Six (6) Kms. Fun Run at 4:00 – 5:30 am from Cauayan City Hall to Isabela State University; 2) Zumba exercise at Isabela State University from 5:50-6:30 am.; 3) Program proper at the Isabela Convention Center, Cauayan City from 8:00- 11:30 am.
The highlights of the program are messages of SILG Abalos, Isabela Vice Governor Faustino “Bojie” Dy III, and Cauayan City Mayor Ceasar J. Dy, presentation of certificates and awarding of financial assistance to the graduates of Community-Based Drug Rehabilitation Program (CBDRP), and the awarding of certificates and cash to the winners of the Murals Contest.
The SILG, during his message, presented and discussed the following 1) PBBM’s Operational Accomplishment on campaign against illegal drugs; 2) the ill physical and mental effects of drugs on people and the society; 3) the reasons why people use illegal drugs.

The SILG was happy to hear that Region 2 is peaceful, that very few police officers are being charged administratively and criminally, and that the LGU and the community support the police units in their respective jurisdictions.


Parents, Teachers, and Community Association (PTCA) and Student Crime Prevention Symposium
With the continuing effort to raise awareness and promote crime prevention among the youth, NAPOLCOM Regional Office 2, headed by Manuel L. Pontanal, Regional Director, together with Atty. Ramse A. Tumamao, Chief, Regional Investigation Unit (RIU) and Provincial Officer of Nueva Vizcaya, Ms. Ma. Irene Isabel C. Cabel, Chief, Technical Services Division, Atty. Melody L. Dayag, Financial Claims Examiner II, Ms. Ava Diana C. Bulosan, Policer Inspector II, Ms. Lovelyn Joan Villon, Planning Officer I, and Mr. Ericjoe Bumagat, Administrative Aide VI, in collaboration with Aritao Police Station, conducted a dialogue with the Parents, Teachers, and Community Association (PTCA) of Aritao National High School, Aritao, Nueva Vizcaya on March 30, 2023.
The RD Pontanal discussed the "Role of Parents: Their Legal Rights and Roles Under the Family Code (Executive Order No. 209)" and the rights and responsibilities of the child under Child and Youth Welfare Code (Presidential Decree No. 603), while PCapt Roger Visitacion, Chief of Police, Aritao Police Station presented data on reported juvenile delinquency committed inside and outside the school campus.
In the afternoon, student-leaders of all grade levels participated in the Student Crime Prevention Symposium.
The school's principal, Mr. Rodrigo C. Rosete, delivered the welcome remarks. The topic of "Anti-Bullying" was discussed by RD Pontanal, "Anti-Terrorism" by PMaj Angelo Dasalla, and "Ill Effects of Illegal Drugs" was presented by PCapt Jonah Ann Alonzo, Deputy Chief of Police.
An open forum was held for clarification and emphasis of concepts regarding crime prevention and safety. The activity was concluded with the organization and recognition of a Student Crime Prevention Council.





Commissioner Edilberto DC Leonardo - Executive Visit
On March 23, 2023, Commissioner Edilberto DC Leonardo held an Executive Visit at the Police Regional Office 2 (PRO2), Camp Marcelo Adduru, Tuguegarao City, Cagayan.
NAPOLCOM Regional Office 2 key personnel headed by its Regional Director Manuel L. Pontanal, accompanied Commissioner Leonardo.
A dialogue with the PRO2 officials headed by PBGen Percival A Rumbaoa and with local chief executives of the Region was conducted.
The program was attended by thirteen (13) Local Chief Executives (LCE) and twenty-one (21) LCE Representatives, Officials and Staff of PRO2, Provincial Directors, and heads of the National Support Units (NSUs). Virtually present were three (3) LCEs, Batanes PPO, and all Chiefs of Police of the different police stations across the region.
Commissioner Leonardo discussed the overview of NAPOLCOM’s constitutional mandate over the Local Chief Executives and the PNP, while Dir. Pontanal discussed the Roles of the Local Chief Executives as NAPOLCOM deputies in their respective areas of jurisdiction.
Various issues were raised during the open forum including additional security detailing to LCEs, police-to-population ratio and public safety. Other related matters on public safety were also addressed.

Comr. Ed has emphasized two major points: 1) the need to bridge the gap between NAPOLCOM's constitutional mandate to provide administrative control and supervision over the Philippine National Police (PNP) through inspection, monitoring and the auditing of PNP's over-all performance in order to achieve peace and order in the entire region and 2) the utilization of the vital role of the local chief executives in their partnership with the PNP in their respective jurisdictions.
